After the victory of Anti-Japanese War,Japanese rule in Eastern Mongolia came to an end.Under the influence of East Mongolian autonomous movement and CCP,the People's Regime and Mongolian Cavalry forces were established in most Mongolian Banners in Juu Uda League and Zostu League.Meantime the KMT government not only tried to recover its central power by military occupation,but also carried out a political movement called‘Restoration of Mongolian Banners'.The movement attempted to recover the feudal Mongolian banner system by both political means and instigating the revolts to strengthen the forces.Because of the changes of Chinese Civil War,the movement was eventually absorbed into KMT military action.The movement concerned many historical problems in modern Mongolian history like high level autonomy,conflict between banner system and county system and Mongolian bandit,even though it barely showed its influence.This paper will discuss the process and failure of this movement based on archival and published materials.
