In 1882,the United States passed the Chinese Exclusion Act,and the process of Chinese immigration to the United States entered an extremely difficult and cumbersome stage.A large number of Chinese in the United States have established ethnic communities isolated from the outside world in cities such as San Francisco and New York.Until the outbreak of World War II,the Pearl Harbor incident caused the US government to reconsider its policy toward China.Eventually,the Chinese Exclusion Act was abolished in 1943.Since then,the Chinese have begun to integrate into the mainstream American society."Although the image of the Chinese in the eyes of the Americans has been updated and improved,the deep-rooted racial prejudice is hard to disappear.Until 1965,the Immigration and Nationality Law was amended,all countries and ethnic groups in the world were treated equally.The history of the Chinese in the United States has thus entered a new stage.In the 1950 s,in the interactive influence of the exclusion of China,the end of World War II,the Cold War between the United States and the Soviet Union,the containment of communism,and the establishment of the new China,in the Chinese American hoped to reform the immigration policy against China and solve the era of exclusion and illegal immigration,Under the efforts of solving social isolation and family separation,in the long-term game between the US Immigration and Chinese immigrants,the US State Department and the Ministry of Justice jointly launched an activity against paper immigration.The focus of this activity is the Chinese Confession Program implemented by the US Immigration and Naturalization Service.If the Chinese who enter the United States through fraud are willing to confess their fraudulent behavior to the authorities,the Immigration Department will help the confessor adjust his identity and obtain Citizenship or permanent residency.This program can be said to benefit American Chinese.The vast majority of the tens of thousands of Chinese who participate in the program do become legally resident foreigners or naturalized citizens.At the same time,the Chinese have also fallen into the turmoil of issues such as the crisis of confidence,anti-communism and political structure changes.The first part of this thesis mainly restores the historical background of the “Chinese Confession Program”and explores the historical reasons and practical reasons for the implementation of the program.The author first describes the main approach of the Chinese under the Chinese Exclusion Act,which is utilizing documents fraud to enter the United States as a derivative citizen.Then it describes the new measures of Chinese immigrants facing the US government's double review and blood test after the founding of New China.Chinese launched a round of game with the Immigration and Naturalization Service.Therefore,it is analyzed that although the Chinese do not always have the upper hand in the struggle with the Immigration and Naturalization Service,the Chinese who are good at using legal or illegal means to enter the United States,especially the illegal immigrants who have been repeatedly banned,have always been the pain of the INS.This is the historical reason for the launched program.With the rapid changes in the post-war international situation,the anti-communist ideology of the United States has made it an important task for the government authorities to effectively prevent red China from infiltrating the United States.This realistic need makes the implementation of the “Chinese confession program" imperative.The second part mainly reviews the large-scale investigation conducted by the US government authorities on the Chinese and the launch of the "Chinese Confession Program".Since the general investigation has caused controversy between Chinese and Americans at home and abroad,and the experience gained by the INS from previous investigations,the government has adopted a more effective way to demonstrate the advantages of American liberal democracy,namely “Chinese Confession Program” To investigate fake immigration.The implementation process of the program can be divided into two stages.In the initial stage,it is difficult for the US government authorities to obtain the trust of Chinese immigrants.The effect of the program is not satisfactory.After the INS and Chinese Consolidated Benevolent Association reached a cooperation,more and more Chinese confessed to the INS.In the end,In the end,nearly 36,000 Chinese immigrants were confessed or implicated,and more than 10,000 immigrants were revoked.The third part mainly analyzes the fuzzy randomness,political tendency and compulsiveness of the program,and explores the positive and negative influences of program implementation on Chinese society and US government.The “Chinese Confession Program” has had an indelible impact on Chinese individuals,families and society,and has marked the era of distrust,anxiety and division in the Chinese internal society.The confessed Chinese people had to face the dilemma of re-naturalization.Also the left-wing forces of Chinese American were hit hard,and the political structure of the Chinese society had also changed.For the US government authorities who implement the program,the “Chinese Confession Program” basically fulfills the purpose and original intention of the United States to suppress communism infiltration and safeguard national interests.
