According to the 42 nd Statistical Report on the Development of China's Internet released by China Internet Information Center(CNNIC)on August 20,2018,as of June 30,2018,the number of Chinese netizens reached 802 million,with a penetration rate of 57.7%,of which 97.5% were mobile netizens and 788 million were mobile netizens.China Internet Report 2018: For the first time,more than 800 million Internet users,98% of whom use mobile phones to access the Internet.According to the report of China Internet Association and National Internet Emergency Response Center "Internet Industry Operational Index 2017 Website Index Report",the number of websites in China has reached 5.2606 million by the end of 2017.China's cyber culture market is growing explosively,which is an important growth point of China's economic development.However,there are still many problems in China's cyber culture market.Pornography and violence,infringement of pirated information,and even all kinds of political,religious and violent information,which endanger national sovereignty,national unity and the safety of people's lives and property,appear and circulate on the Internet in general,hinder and hinder the healthy and stable development of China's cyber culture market.It is necessary to have a set of practical supervision system to safeguard the security of network culture market.By using the methods of collaborative governance theory,government regulation theory and information asymmetry theory,this paper analyses and studies the case data,case handling form and supervision means of Guangzhou Comprehensive Administrative Law Enforcement Team of Cultural Market in recent years,and interviews government regulators and representatives of network cultural enterprises on the supervision of network cultural market,as well as netizens on the bad network./ This paper first defines the concepts of network culture market,network culture market supervision,network culture market supervision system and so on.Secondly,it elaborates the current supervision system,content and effect of Guangzhou's network culture market,and points out the problems existing in the current supervision system of Guangzhou's network culture market,such as lagging laws and regulations,unequal administrative powers and responsibilities,backward government information resources,lack of trade associations in supervision and inadequate social supervision,etc.,and makes an analysis of the causes of the problems.Finally,the paper puts forward some solutions to strengthen the role of collaborative governance in the construction of network culture market supervision system,further optimize the allocation of resources in network culture market supervision,cultivate multiple regulatory bodies,strengthen government regulation,improve network culture market supervision policies and regulations,reduce information asymmetry,establish effective communication and supervision platform,and timely evaluation of supervision.
