With the development of transgenic technology, the safety of genetically modified organisms has attracted great attention at home and abroad.Genetically modified organisms is an emerging field of science.Nowadays, although it has been used in many fields, there are still many differences and disagreements in genetically modified organisms in food and agriculture. Therefore,as a medium of communication, transgenic engineering English to some extent has bearing on a direct impact on the development of civil genetic engineering. As a comprehensive report,Genetic Technology and Food Safety published in2016 includes 12 national reports which analyzes and contrasts existing regulations in the areas of genetic technology and food safety in different countries and supranational organizations. It can be regarded as government work reports on the legislation of GM food safety, which shows the characteristics of both report text and law text. Therefore, the author analyses the linguistic characteristics from three parts:accuracy, formality and conciseness.Accordingly,Functional Skopos Theory has been applied to guide the translation practise, that is,the skopos rule, the coherence rule and the fidelity rule. Moreover, translation strategies are explored to solve the lexical and syntactical difficulties, such as literal translation, free translation, explanation and word order transformation. The author hopes to make Chinese readers obtain rather distinct cognition for relevant laws and regulations of genetically modified food by translating texts and to provide relevant legal basis for related departments of China to formulate safety regulations and policies for genetically modified organisms to some extent.
