Japan deliberately created the 9 ·18 Incident and took the opportunity to promote the establishment of the Puppet Manchuria as a puppet regime in September,1931.The eastern part of Inner Mongolia is a very important part of the Puppet Manchuria,includin g political,economic and military aspects,which were covered at the beginning of its establishment.After several administrative reforms,Japan established colonial rule in this region.In 1937,in order to consolidate the colonial power and strengthen economic plunder,Japan began to implement the so-called "three major national policies" in the Puppet Manchuria,which included the Five-Year Plan for Industrial Development,the Million Household Immigration Plan and the North Side Revitalization Plan.As an important part of the pseudo-Manchurian state,the eastern part of Inner Mongolia also needs to implement these three policies.As the part of the million-million household immigration plan,Japan’s colonization activities in eastern Inner Mongolia during this period are inextricably linked to its "three major national policies" : Japan’s pioneering group in eastern Inner Mongolia immigrated in batches according to the first and second five-year plans of the Million Migrant Plan.The agricultural production of the pioneering group is an important part of the five-year plan for industrial development related to food and production.At the same time,the distribution of the development group in this area is in line with the North Side Revitalization Plan for military purposes directly.This essay will focus on the three national policies of the Puppet Manchuria,as a political background,which is the guidance and influence of the pioneering group in eastern Inner Mongolia and its pioneering activities.Meanwhile,the research and discussion on the relationship between these two aspects is also an important part of this essay.
