At the end of the Eleven Years of Shunzhi(1654),Qing government failed to appease Zheng Chenggong,and decided to restart the war against him.In order to destroy Zheng Chenggong's army which is stilll loyal to Ming Dynasty,the rulers of Qing Dynasty send a large number of troops into Fujian Province.The peace was broken and Fujian was ravaged by war again.In this moments of crisis,Zhu Kejian was appointed as imperial itinerant inspector(Xun'an Yushi),He was taking up his job in Fujian at the Twelve Years of Shunzhi.Zhu Kejian's task is to supervising the officials in Fujian,announcing the orders of imperial court and reporting important affairs to the Emperor.But he did more than that.During his three years term,Zhu Kejian put forward a effective strategy anainst Zheng Chenggong's army,and he tried his best to work for the benefit of the civilians which were suffering from the war.Zhu Kejian's memorials were included in the Zhu Kejian's coast defense memorials arranged by his later generations.This document is a well-written transcript collected by Zhu Kejian's descendants,It contains 67 memorials during his tour in Fujian and about 42,000 words.As for contents,Zhu Kejian's memorials includes reports about military,administrative supervision and civil affairs,a coastal defense strategies designed to oppose Zheng Chenggong's Army.This manuscript is rich in content and is an important raw material reflecting the situation in Fujian at that time,but it has not been systematically used by the academic circles.Based on Zhu's memorials and other relevant historical records,combining with the opinions of other contemporary figures and the orders of the imperial court,we can conclude Zhu Kejian's strategise about Fujian management and coast defence.Zhu Kejian hold that Qing's navy is not as good as Zheng Chenggong's.So the army of Qing Dynasty should take the advantage of land battle and build a joint defense system on the coast to prevent Zheng's army from landing and looting.At the same time,people on the coast were strictly monitored,and people were forbidden to go to sea to stop people from helping Zheng Chenggong.Zhu Kejian ws an advocater of the maritime ban policy.He advocated that all ships of coastal dwellers should be confiscated and no one can put out to sea.By doing this,Zheng s army will no longer obtain supplies from the mainland.Concerning the people in war zone,Zhu Kejian did many good things to them.He impelled the Qing goverrnment to issued many good policies on improving the condition of the people in Fuian.Moreover,he supervised the military discipline,prevented the soldiers from being brutal to common people.In addition,Zhu Kejian perfectly completed the duty of supervising the imperial officials.He believed that Fujian was in a severe situation and the officials needed to good enough.Zhu Kejian's term of office was three years,After his service,He returned to his hometown and died in Thirty-two Years of Kangxi(1693),aged seventy-eight.Zhu Kejian has made remarkable achievements as an inspector.He not only fulfilled the mission of inspecting officials and working the benefit of the common people,but also made suggestions on military tactics.His actions improved the rulers of the Qing Dynasty's way of rule in Fujian.In a word,Zhu Kejian's act help Qing government win the war and hold the people in Fujian Province.
