Research On Post And Telecommunications Industries In Heilongjiang Province During The Period Of Manchukuo

During the period of Puppet Manchukuo,the post and telecommunications industry in Heilongjiang Province entered a special historical stage,while its development was affected by the political,military and economic factors of the Japanese puppet authorities.The nature and business scope of the post and telecommunications industry have changed a lot compared with the past,while focusing much on political and military uses.Postal institutions were also regarded as tools of colonial rule by the Japanese and puppet authorities.There are relatively few studies on the posts and telecommunications industry in this special period.In this paper,the author emphasizes on exploring the development process and particularity of Heilongjiang Post and Telecommunications Industry in the period of Puppet Manchukuo.This paper consists of introduction and main body two parts.The introduction includes the research status at home and abroad,the significance of topic selection,research methods and innovations.The main body consists of three parts.The first part reviews the development of Heilongjiang post and telecommunications industry before the Puppet Manchukuo Period(1896-1931).The development from the late Qing Dynasty to the September 18 th Incident was briefly discussed,aiming at sorting out the context before the Puppet Manchukuo.The establishment to abolition of post offices,the Wenbao office being affiliated with the Ministry of Postal and Communication,and the history of “mail for the public” between Russia and Japan in Heilongjiang Province are also included.The author expounds the special historical environment for the development of Posts and telecommunications in Heilongjiang Province.In the second part,the author focuses on the development process of Heilongjiang Province's post and telecommunications industry during the period of Puppet Manchukuo,including the establishment,development and management of post and telecommunications institutions.Postal institutions,technological changes and changes in personnel systems are included.During the period of Puppet Manchukuo,the development of Posts and telecommunications in Heilongjiang Province was tied up with Japan and became a tool for Japan to invade Northeast China.In the third part,the author focuses on the analysis of the colonialism of Heilongjiang Post and Telecommunications under the Japanese puppet regime.Under the pressure of the puppet regime,the Postal Savings Department was used to plunder the people,suppress the anti-Japanese activities of the military and civilians in Heilongjiang Province,obstruct the information communication of the people,and deprive them of their rights and interests in the use of Posts and telecommunications.The Japanese puppet regime attempted to enslave the people of Heilongjiang Province economically and ideologically.During the period of Puppet Manchukuo,the development of Posts and Telecommunications industry in Heilongjiang Province was always subject to the puppet regime of Japan.The development of Posts and telecommunications industry also stagnated with the collapse of the Japanese puppet regime.Through systematic exposition and summary,the author analyses the historical particularity of Heilongjiang Post and Telecommunications Industry during the period of Japanese puppet rule.
