China are passing on splendid ethnic culture since ancient times, these cultural resources is not only our the treasure of China history and culture, but also our country traditional culture inalienable important constituent, in the new era, these traditional culture is the important content of national soft power.With the rapid development of the information, the rapid upward trend of new media and the actively respond of traditional media, as well as the steady development of the triple play, make the traditional ethnic culture in China ushered in unprecedented opportunities for development. Both the hardware upgrade on the digital technology, and cultural resources of soil based software, virtually all is perfect time for ethnic minority culture.Heilongjiang province is recognized as a province of rich resource in China, fertile black land has given birth to the 53 ethnic minorities, ethnic minority population has nearly 2 million people. But unfortunately, the minority culture is still shallow buried treasure in Heilongjiang province, still have a lot of splendid culture is not well known.In the background of the whole media fusion, Heilongjiang province with information technology foundation of triple play, also has minority culture resource advantage. Combined with the background, this thesis will talk about how to spread the ethnic minorities of Heilongjiang province under the background of omnimedia, explore the construction of ethnic culture transmission system under whole media era. From the media environment, the tourism resources, route of transmission, humanities connotation five aspects to launch system, finally gives some reasonable and feasible Suggestions.
