Applied Research On PPP Model In The Operation Of Public Art Museums In China

The public art museum is an important arena for the dissemination of art culture.It is a public welfare institution.Under the background of the current cultural development and prosperity,art culture is gradually developing from minority culture to mass culture,which requires art museums to play more and more significant role;it has set off a boom in the establishment of art museums all over the country.Under the circumstance that the implementation of hardware facilities such as venues is gradually completed,the operation of the art museum is increasingly unable to meet the needs of its development,and it is urgent to improve.Due to late start and relying on financial allocation excessively,etc.there are many problems in the operation of public art museums in our country,such as insufficient funds and low self-owned income;the quantity and quality of personnel can't meet the development needs of the business;fewer self-planning exhibitions,poor quality of exhibitions;neglecting market factors in operation;deficient self-income-generating capacity,and so on.However,the good application of PPP model can solve these problems well at present;it brings about efficient cooperation between government and social capital,optimizes resources,not only solves the financial difficulties of the government,but also completes the production and service of public products with high quality.Meanwhile,it enables the enterprise obtain reasonable compensation in cooperation.It has shined brilliantly in construction and operation of public infrastructure,and provides reference for applying PPP into public art museum operation.Starting from the operation of art museum and application of PPP model,this paper uses theoretical and practical methods to analyze the current situation and existing problems of the operation of public art luseums.Combining with case analysis,this paper makes a deep analysis of application of PPP model to the operation of public art museums,summarizes some kind of PPP models that suitable for the operation of public art museums and put some suggestions.This paper mainly studies from the following aspects:The first part is the instruction,expounding the background of the research and the research status at home and abroad,as well as the contents and methods of this paper.The second part introduces the relevant theories of public art museums and PPP models respectively,including relevant meanings,classification,functions and operation models.The third part focuses on the operation status of public art museums,analyzes the existing problems and briefly analyzes the influential factors.The fourth part analyzes the PPP models of the relevant public culture venues,including the PPP project of Shanghai Minhang Culture Park Art Museum,the "Sanwei Book Cafe" of Jiangyin City Library,and 24-hour self-service library of "Yueshu House" of Hefei City.It analyze s their characteristics respectively and enlightenment to the operation of the PPP model in art museums.The fifth part analyzes the application of PPP model in the operation of public art museums,and its necessity and feasibility.This part summarizes some several PPP models that can be applied to the operation of art museums.Basing on the case and PPP application analysis,the sixth part puts some reasonable suggestions for applying the PPP models from government level,institutional level and social capital level.
