As China implements"The Belt and Road Initiative",it is of vital importance to study the policies and regulations of relevant nations.Alaska Codes is a typical American legal document. Its Chapter 46.15 has provided exact regulations on water use issues in the State of Alaska. The translation of this chapter would be a great reference for China and other member states in dealing with relevant events in cooperation. The translation practice of Chapter 46.15 of Alaska Codes:Water Use Act is guided by Toury's Theory of Translational Norms.Touiy regarded translation as a norm-governed activity. He proposed three types of norms which exist in every set of norm-systems:initial norms, preliminary norms and operational norms.During the translation process, the author fully considered the three types of norms and adopted appropriate translation strategies to recreate the norms.Translation techniques such as omission, amplification, readjustment of sentence order, conversion of part of speech and transformation of voice were used during the translation process. The report consists of five parts. In Chapter One,the author introduces the project background and main tasks. In the second chapter, the author reviews the whole translation process from preparation, translation to proofreading. In Chapter Three, the author gives a brief introduction to Toury's Theory of Translational Norms, including its definition, classification and previous application. In the fourth chapter, the author presents how she applied the Theory of Translational Norms in her translation practice and the translation techniques used to recreate the three norms. The fifth chapter is the summary of the report,as well as limitations,self-reflection and suggestions for further studies.
