In recent years,cultural and creative industries have become an important product in the process of economic transformation in various countries.Because of their characteristics of good integration,high added value,and sustainable development,various countries and regions regard it as the core competitiveness for economic development.In the 1990 s,many developed countries have given active support and vigorous development to the cultural and creative industries as a strategic emerging industry.China’s cultural and creative industries are still in the early stages of development.In 2009,China promulgated the "Cultural and Creative Industries Revitalization Plan",highlighting the strategic goal of building a cultural and creative industry into a national pillar industry,which has received great attention from all walks of life.Less local governments have successively issued some policies on how to properly promote the development of cultural and creative industries,providing a political guarantee for their development and ensuring the healthy development of cultural and creative industries.Nowadays,the phenomenon of agglomeration of cultural and creative industries has become more and more obvious,and the trend of agglomeration has gradually increased.Different forms of cultural and creative industry clusters have emerged,and agglomeration areas have become an important carrier for industrial transformation and upgrading and urban economic development.It has become an important indicator reflecting the development trend of cultural and creative industries.Based on the related theories of industrial agglomeration and the agglomeration effect of cultural and creative industries,this paper applies the “Location Entropy Index” and “Invariant Substitution Elastic Production Function(CES Model)”on the basis of analyzing the agglomeration mechanism of cultural and creative industries.As a measure of the agglomeration effect of cultural and creative industries.Taking Hangzhou City as an example for empirical research,based on the analysis of the actual situation of cultural and creative industry clustering in Hangzhou,it uses two kinds of measurement models to measure it empirically and verifies the measurement results to analyze the cultural and creative industries.The relationship between agglomeration effects and various indicators of economic development in Hangzhou.The research results show that the agglomeration effect of cultural and creative industries in Hangzhou is significantly higher than the national average,with a certain comparative advantage and a high level of industrial agglomeration.However,in terms of sub-sectors,except for the information service industry that already has comparative advantages,the remaining industries are still lagging behind in development,and there is no obvious agglomeration effect;the agglomeration effect of cultural and creative industries and per capita GDP,industry added value,and regions The total production value has a positive correlation.The higher the degree of agglomeration,the more obvious the effect is,and the more it can drive the regional economic growth.Finally,according to the research results,it proposes some countermeasures to improve the agglomeration effects of China’s cultural and creative industries.
