| With the reform and opening policy and the process of building a well-off society in an all-round way in China,the development of economy and society has further improved the people's demand for spiritual culture and therefore the main contradiction in China has changed into that one between the backward social productive forces and the increasing material and cultural needs of the people.The accelerating process of economic globalization,how to protect and inherit and carry forward the fine culture of our country,to meet the cultural needs of the people,and to improve the soft strength of culture and enhance the comprehensive competitiveness of the country,have become important issues in front of government decision-making departments.The party raised the cultural construction to the height of the national strategy in the sixth Plenary Session of the 17 th CPC Central Committee,while it further proposed to build a socialist cultural power and make specific demands for the transformation of the functions of the government in the third Plenary Session of the 18 th CPC Central Committee.As a cultural city,the three plenary session of the three session of the Chongqing Municipal Committee has put forward the goal of building a strong cultural city.During the 12 th Five-Year period especially after the party's eighteen big victory held in Chongqing,a series of policies and documents to support the development of its culture have been formulated and accordingly the financial investment into culture increased by 1.4 times than that in 11 th Five-Year.At this stage,how to play the leading role of the government and achieve the harmonious development of economy and culture better has become a task we need to face and solve.This paper takes Banan District of Chongqing as an example,through the analyses of the public cultural resources financial support policies of financial investment operation situation,the local common characteristics are discovered and therefore the overall demand is derived.In addition,the important role of the cultural development finance and the main problems laid in the whole process are introduced Since entering the Twelfth Five-Year Plan.Based on the analysis of the domestic and foreign public financial investment and cultural development experience,this paper suggests that the reform of the investment mechanism innovation of public finance should be promoted by the financial sector and targeted policies should be developed actively and what's more,the government should increase investment in public culture,and promote the continuous improvement of the public cultural service system,thus leading the healthy and orderly development of the cultural industry.In this paper,some practical suggestions are proposed,such as Reform and Improve the Financial Allocation System of City and District(or County),Construction of Modern Public Cultural Service System with the Times,Clear the Boundaries of Municipal and County Public Cultural Services and so on.This paper attempts to put forward some suggestions on the formulation and implementation of public financial input and support for cultural construction,and explore mechanisms for long-term investment and support of public cultural development.Finally,through the public cultural resources,financial input and support policies to establish and perfect,the goals of building and developing a strong culture of the city,protecting the people's basic cultural rights and interests and meeting people's diverse spiritual and cultural needs would be realized.And accordingly the realization of the social justice,the promotion of the social harmony and the creation of a good social atmosphere would come true,which will provide ideological guarantee,spiritual strength,moral nourishment and cultural conditions that will fulfill the plan that is enriching and prospering the people in Chongqing by the way of the progress of modern science. |
