With China's continuous improvement of its international status, communications between China and other countries as well as the international organizations are booming, which makes the translation of diplomatic documents increasingly important. In this translation report, the characteristics of diplomatic documents are studied and concluded by taking Japanese Prime Minister Shinzo Abe's speech draft in foreign affairs activities as an example. As a diplomatic document,Abe's speech draft shows the basic characteristics of diplomatic document translation, and the translation of the diplomatic documents is closely related to a country's political standpoints, policy strategies, and political sensitivities,so its wordings have to be very precise, accurate and well-organized.Shinzo Abe,the present-day Japanese Prime Minister,is quite tricky in the use of language in order to hide the real meanings he wants to express. As a result, the details of his speech have to be examined very carefully before its exact meanings can be understood. It is hoped that through this translation practice,by analyzing Abe's language skills in his speech, some strategies and techniques related to diplomatic speeches translation can be concluded, and more importantly, that his real intention can be disclosed by exposing the spurious impression he imposes. In accordance with Newmark's classification of language functions, speech drafts belong to "expressive" texts and "calling" texts,in which semantic translation theory and communicative translation theory are mainly applied in the translation practice. However, due to the particularities of Abe's speech in diplomatic documents, the Skopos theory in functional translation theory is used to guide this translation practice. As a core principle of Skopos theory, the Skopos rule can be of great help in the mobilization of the translators' subjective initiatives and the realization of their final goals of translation. As for the fidelity rule, words, expressions, politics and strategies are carefully analyzed and deconstruction and reconstruction of the source texts are carried out in the hope of disclosing completely the implicit meanings behind his speech draft.Through this translation practice,it is concluded that the applications of the Skopos theory can better express the lecturer's real meanings, and make the Chinese people completely understand the political schemes and intrigues of Abe's government.
