A Study On The Jiangsu Compulsory Education Agency(1921-1927)

The origin of modern Chinese compulsory education came with the invasion of Western powers.During the period of the Republic of China,the development of compulsory education has not escaped the era of frequent wars and political unrest.However,one of the outstanding achievements in local compulsory education is Jiangsu Province,which has a great correlation with Jiangsu Province’s emphasis on compulsory education and the establishment of Jiangsu Compulsory Education Agency.The main body of the article is divided into three parts.The first part is a general overview of the Jiangsu Compulsory Education Agency,the introduction of its background,through a detailed study of its organizational structure and operating mechanism to understand the basic content of the Jiangsu Compulsory Education Agency.The second part is the analysis of the efforts made by the Jiangsu Compulsory Education Agency to implement compulsory education.The biggest contribution of the Jiangsu Compulsory Education Agency to promoting compulsory education in Jiangsu is mainly focused on teacher training and fund raising.Teacher training is an obligation.The basic premise of education,while funding protection is the fundamental guarantee of compulsory education.In the background of the warlords’ interludes,the Jiangsu Compulsory Education Agency will draw on Shanxi’s experience in raising educational funds and collect Mu donations as an important source of funding for compulsory education;through the establishment of various types of teacher training schools,the shortage of teachers at the beginning of compulsory education will be solved.The third part is a review of the effectiveness of the implementation of the activities of the Jiangsu Compulsory Education Agency.Although there has been little progress in compulsory education in Jiangsu during this period,the increase in the percentage of children enrolled in schools has been an important performance,but it has been generally stagnant.The reason lies in the fact that during the beginning and the end of the Jiangsu Compulsory Education Agency,the natural disasters and wars destroyed the stable social environment and good sources of funding for compulsory education,combined with the public’s lack of understanding of compulsory education,and although they have made some achievements,they are minimal.It is more in the entire process that it enhances the public’s understanding of compulsory education and paves the way for the implementation of compulsory education by the Nanjing National Government.After analysis and argumentation,this paper draws the following conclusions:First,the development of compulsory education is inseparable from a stable social environment.Second,adequate financial support is the fundamental economic guarantee for the development of compulsory education.Third,qualified and qualified teachers are also an important guarantee for the development of compulsory education.
