After the July 7th Incident,in order to win international aid through external propaganda, the National Government established a special propaganda agency, the International Propaganda Department, and set up branches in foreign countries.Among them, propaganda to the United States is the most important part of the external propaganda. The China at War magazine, which was established by the International Propaganda Department, published in detail the content of the propaganda to the United States during the Anti-Japanese War.This paper tries to break the tendency of macroscopicalization in the past research on the propaganda to American, and explain how the National Government was propaganda to the United States during the war in a specific way.The whole paper is divided into five parts. The first chapter mainly introduces the origin, formation and development of the International Propaganda Department of the Nationalist Government,it also remains the close relationship between Dong Xianguang and Zeng Xubai and the International Propaganda Department. The second chapter describes the background, content, editors and author groups of the China at War.The third chapter is devoted to the propaganda of the war process in China at War,including its propaganda on the Japanese atrocities, the tenacious resistance of Kuomintang's army, and post-war reconstruction. These are mainly for the purpose of securing sympathy and assistance from the United States for China's war against Japan and to further gain its support for the National Government.Under the influence of the National government's continuing propaganda and the United States' participation in the war,the Americans have changed their inherent impressions on the Chinese people, and gave China some financial aid.The fourth chapter highlights this magazine's propaganda on democracy, freedom and Christianity, which was seen as an entry point to win the US political system's approval and political and economic support. However, there are also some problems such as selective publicity and false propaganda. On the whole, the National Government can realize the importance of external propaganda and achieved some results.Under the influence of the joint propaganda of China and the United States, the United States has given China a lot of assistance. But it is owed to the lack of funds and talent in wartime, there are many problems encountered in the United States Propaganda.
