During the world war ?,the Peking government experienced three stages:neutrality,disconnection and declaration of war.With the change of diplomatic relations between China and Germany,how to deal with the German-Austrian merchant ships in China has become one of the urgent problems for Beijing government to solve.In dealing with this issue,the Beijing Government has always adhered to the principles of international law and sovereignty and has taken a series of corresponding measures.This paper intends to make a comprehensive investigation and analysis of the disposal of German-Austrian merchant ships by the Beijing government during the world war ?.The whole text is divided into four chapters except the introduction part.The first chapter mainly examines the management methods of the merchant ships of the warring States and the specific cases of the German-Austrian merchant ships in the period of external neutrality.The second chapter mainly discusses the adjustment of German-Austrian merchant ships management measures by the Beijing government in the period of the Brexit.The third chapter mainly examines the changes of the policy of handling the German-Austrian merchant ships after the declaration of war,including the taking over of enemy ships,the enactment of the law of arrest and trial of enemy merchant ships,and the method of granting the German-Austrian merchant ship concessions.The fourth chapter mainly analyzes and evaluates the whole disposal process of Beijing government,summarizes its disposal principle,positive influence and existing deficiency.The disposal and management of the German-Austrian merchant ships by the Peking government during the World War I not only involves the interests of other belligerents in China,but also the safeguarding of China's national interests.Therefore,understanding the history of this period is also conducive to a more comprehensive exploration of the Foreign Relations.
