The phenomenon of prostitution has a long history,since the beginning of human civilization has been accompanied by the development of the entire process of civilization.Since modern times,the problem of prostitutes has gradually evolved into a stubborn disease in Chinese society.People generally regard the existence of prostitutes as a major obstacle to theemancipation of women and the progress of the country.After the Republic of China,dependi-ng on the expansion of the city,the number of prostitutes increased significantly,the source of prostitution,employment reasons,complex social relations are different from the previous generation,so the social impact and social problems brought by prostitutes are also different.Compared with other coastal cities such as Shanghai,Chengdu has little foreign intervention and intervention,thus retaining its tradition in economy and politics.Chengdu during the Republic of China,whether local prostitutes or foreign Yangzhou prostitutes,more or less will bring some social problems,most people criticize the spread of sexually transmitted diseases,the deterioration of public order and social ethos.The Government has also taken appropriate measures to deal with the social problems brought about by prostitution.The government restricts registered female sex workers to the SAR and is not allowed to move at will.The Government,in cooperation with relevant medical institutions,conducts regular physical examinations to reduce the spread of sexually transmitted diseases(STDs).However,the shortage of funds and perfunctory examination process also make the disease control is far from achieving the desired results.In the management of public order,the public will cooperate with the government to crack down on illegal sex workers and prostitutes hiding in every corner of the city.At the same time,the government will also give appropriate protection to the public prostitutes who register and pay taxes,but in order to maintain the social atmosphere,Neither public nor private prostitutes are allowed to appear in public places.With regard to human trafficking,the Government has firmly prohibited and even increased penalties in order to cut off human trafficking.The government also has many problems in the process of managing prostitutes.Frequent changes in government decision-making levels make the policy can not continue to implement,coupled with the police in the law enforcement process,excessive use of power,resulting in conflicts between officials and the people.The government wants to solve the prostitution problem subjectively,but the objective reality condition does not allow,the prohibition of prostitution actually causes the private prostitution to increase,the social problem is more complex.Therefore,we have to weigh the advantages and disadvantages,under the two evils to take its light,to take the management method that is forbidden in the levy,is also a compromise to the reality.
