After Mingchengzu Zhu Di moved his capital to Beijing,the financial revenues of the Ming Dynasty needed to be transferred from the Jiangnan area to the northern area.This resulted in a situation that was brought to the forefront after Yongle.In the6 th year of Longqing(1572),Wan Gong was appointed as the Canal Commissione,and he began his water-control career for more than two years.There are three main problems faced by Wan Gong: guaranteed transportation,“protection of the tomb”and people’s livelihood.While solving these three problems,Wan Gong gradually formed and developed his own water conservancy ideas.At the same time,Wan Gong wrote a water conservancy work titled Zhishui Quanti,which based on his own experience in water management.He hopes this book will serve as reference and reference for future generations.After the completion of Zhishui quanti,it was housed in the Nanwang Office.Now it is the only edition,which was reprint by Zhang Wenqi in Wanli’s six-year in Ming dynasty.There are rich philological values and ideological connotations in the Zhishui quanti,which has a very high historical value for the study of the water conservancy in the Ming Dynasty.Zhishui quanti detailed the history of the Yellow River,the canal and other waterways in the Ming Dynasty.It enriched the content of the history of water conservancy.The Zhishui quanti is a recorded form of water conservancy literature.The book fully embodies Wan Gong’s water conservancy ideas.Wan Gong used this book to clarify his "canal with the Yellow River" principle of water management and the exploration of "clearing sands with converging flow".This has a far-reaching impact on the future water conservancy.Wan Gong also conducted a unique exploration of the river and canal system,and proposed a series of improvement measures for the problems that emerged.That inspired later water officials.The thoughts contained in the Zhishui quanti both acted at that time and affected later generations.It not only has a far-reaching impact on the practice of watermanagement during the Ming and Qing Dynasties,but also has important historical reference value for the current water conservancy industry.
