Reclaimation Cause At Zhijiang County In Hunan Province During The Anti-Japanese War

During the comprehensive war of resistance against Japan,Hunan was the backbone of the frontal battlefield and had a long and arduous battle with the Japanese invaders.In order to stabilize the province and the domestic market and maintain the strength of the resistance,Hunan has organized reclamation activities in various places to increase the production of food,which was charged by the Hunan agricultural improvement institute under the jurisdiction of Hunan Province.Xiangxi,as the overlap area between central province of Hunan and the region of southwest China,After the Anti-Japanese War entered the strategic stalemate phase,the Hunan Provincial Agricultural Improvement Institute hosted the refugee transfer activities in the eastern part of the Zhijiang County in Xiangxi at the time with the help and guidance of the KMT Government.Because of various factors affecting the start of the resettlement activities,the Director of the Resettlement Unit Yuan Zhi Reclamation Office will be transferred the local reclamation resources for poor peasant to second ploughing the deserted arable land,in order to complete the goal of reclamation and increase production.In the early stage,the reclamation activity of the second ploughing by poor peasants have gained great achievements,but their development is weak.Due to the limited development of the two leading land reclamation projects,Yuan zhi Reclamation Area Office.was withdrawn in 1943.The Zhijiang workstation,which belongs to the Agricultural improvement Department of Hunan Province,also carried out the reclamation activities in the western area of Zhijiang,this reclamation activity is part of the county-level reclamation activities implemented in Hunan Province.The duration of this reclamation activity is longer than that of Yuan Zhi Reclamation Office,and its covering geographical range is more extensive.The reclamation activities organized by the above two organizations represent the two different ways of resettlement management at that time.Yuan Zhi Reclamation Office regarded economic means as a control of the hand,and Zhijiang workstation relied on the existing grass-roots political system to advance the work.Their preservation and abolition are the epitome of the two ways of reclamation management,and also reflect the role of the modern grassroots management system in maintaining the grassroots society and promoting the whole modernization of the country.
