Governments put forward the project of “The Belt and Road”,Shanxi Province is facing the great challenge of the economic transformation.Although Shanxi is not put into this project,if the enterprises in Shanxi want to go out and bring in,it must seize the opportunity,speed up the talent development strategy,optimize the economic structure,digest traditional excess capacity and promote the entire province economy to achieve the development of innovation and transformation.A large number of high-level talents are needed for fulfilling this great mission.Doctoral candidates,as the high-level talents,will play an important role in the future.Now,they are required to have a good command of professional knowledge,research knowledge and language.Of these three,English is a necessity for them to involved in international exchange.If they want to keep abreast of the latest technological developments in the world and carry out better professional study and research,they must have a comprehensive grasp of English,an important communication tool.Therefore,the doctoral English teaching is particularly important.However,needs analysis,as the premise of English teaching and the basis of English curriculum design,plays an important role in foreign language teaching field.The respondents of past research are mainly high school students,vocational college students,undergraduates and postgraduates,in addition,scholars mostly pay attention to the developed regions ang big cities,moreover,for research content,they largely focus on language skills such as oral English,writing and so on.While the study is different from the past research,it chooses the doctoral candidates in Shanxi Province(undeveloped region)as subjects and selects their English learning needs as research content.The thesis attemps to fill up the gap of the research concerning this field.The combination of questionnaire and interview is adopted in this thesis,which selects 434 doctoral candidates from eight universities in Shanxi province as the subjects and studies their English learning needs in depth and primarily answers the following three questions: 1)What is the current English learning situation of doctoral candidates in Shanxi Province? 2)What are the learning needs of doctoral candidates inEnglish? 3)What’s the enlightenment for doctoral English teaching according to the learning needs of doctoral candidates in English?The research results show that: 1)The English level of most doctoral candidates is quite high,a vast majority of them passed College English Test 6,even some doctoral candidates passed Test for English majors.Besides,for the arrangement of English course,three universities arrange academic English courses,while the rest five universities still focus on listening,speakig,reading and writing skills.As for class hours,one university is the highest(160h),while the rest universities arranged English class hours below 100 h.2)The overall level of English learning needs of doctoral candidates is relatively high.Specifically,seen from each of three dimensions,doctoral candidates have high needs for individual desires and learning environment.3)According to the learning needs of doctoral candidates in English,some implications are put forward for both teachers and schools.
