The Boy Scouts in Hubei started from the creation of the Wenhua Scouts in 1912 and ended in 1949.Early development focused on the Wuhan area and only few other counties are involved.In 1928,when the Kuomintang Party Division of Hubei Province took over the Boy Scouts,they actively developed the Boy Scouts in the entire province and till then Scouts were organized in most of the counties and cities of Hubei.Around 1938,with the invasion of the Japanese army,Hubei Province excepting for a few counties had fallen into Japanese hands.The boy scouts in the enemy-occupied areas were all forced to stop,and the Hubei Boy Scouts had been declining since then.After the Japanese army surrendered in 1945,the Boy Scouts all over Hubei successively reconstructed.However,the Boy Scouts development during this period was worse than before.Until the Kuomintang ended its rule on the mainland in 1949,the Hubei Boy Scouts were forced to ban.After roughly describing the development of the Boy Scouts in Hubei,the paper divides the details of the Hubei Scouts into two parts:the early period and the middle and later stages.In terms of organization and management,in the early stage,from 1912 to 1927,Hubei Boy Scouts emulated the European and American Scouts.And in this stage,Hubei Boy Scouts failed to form a unified leadership structure;in the middle and late period,from 1928 to 1949,with the Kuomintang taking over the Boy Scouts,the Hubei Boy Scouts gradually came to have a unified leadership structure,which was affiliated with the Kuomintang Party Department of Hubei Province and the Education Department of Hubei Province.The leadership,organization and management gradually became a system.For the teachers and training objects,in the early period,coaches were mostly school sports instructors.The training objects were students at school and they took the principle of voluntary participation.In the middle and later period,coaches were mostly trained by specialized coach training courses.The training objects were still mainly students in school,but they gradually became mandatory to join rather than voluntary participation.The Boy Scouts of Hubei Province participated in and organized many activities as a youth organization,such as participating in the National Games,hosting Boy Scouts Review and Grand Camping,participating in wartime services,providing venue services for major events,etc.And these activities were the best embodiment of the practical action taken by the Boy Scouts in implementing the oath.During the period of the Republic of China,the Boy Scouts of Hubei played an important role in the political,economic,and educational aspects of the entire Hubei region.Their cultivation of young people's personality,physical training,good habits,and life skills also played a valuable and referential role in the current education of children.
