Educated youth working in the countryside and in mountainous areas originated in the mid-1950s.In 1962 the country began to systematically organize the movement, until 1968 it has become a national-unification deployment and local implementation movement, which spread to urban and rural areas all over China. It mainly goes to an end in 1980.The years between 1962 and 1979 have seen more than 17 million urban intellectuals being sent to rural and mountainous areas. This massive population migration from urban to the rural has changed the life of a generation of educated youth and has made a huge difference in both the educated youth family and in the countryside. The broad and profound influence to the whole society makes the movement an important subject of the contemporary research in China. In recent ten years, although there are some research results, the overall research of the educated youth progressed slowly, which is mainly because of the collection of historical materials and development was not well up(Jin Guangyao and Jin Dalu,2015).In this context,The new local Chronicles edited by local government organizations and filled with much official information and data is of great value to the study of the intellectual youth history. This paper's first job is to sort out the data about educated youth to the countryside which is recorded in the local Chronicles(including professional chronicles)of 29 provinces, cities and counties on the mainland. The data is selected throughout the time from 1962 to 1980.The first and second chapter of this paper is respectively the introduction and literature review, chapter 3 and chapter 4 makes a descriptive statistics and quantitative analysis to the data of educated youth to the countryside in the local chronicles. The data in the local chronicles about the intellectual youth to the countryside is not under a unified standard and the content differs from one another,so in the process of quantitative analysis, this paper also organizes some of the related literature material to combine both materials together. The data of educated youth mainly involves aspects including provincial and county levels in the number of educated youth mobilization and resettlement, the resettlement of educated youth, the government's funding of educated youth, and youth in rural spending, the living status of the educated youth as well as their returning situation. In order to make a more intuitive understanding of the data about the educated youth to the countryside and the regional differentiation, this paper uses the geographic information system(GIS)to make a visualization attempt on the part of the educated youth data. The fifth chapter is to make an empirical analysis about the scale of the educated youth to the countryside movement and the resource constraints of provincial panel data.Studies found that:social output value and crop planting area has a significant positive effect on the resettlement scale of educated youth, while agricultural population has a significant negative effect on the resettlement scale of educated youth. The mobilization of the educated youth to the countryside is positively influenced by industrial output value, while the agricultural output has a significant negative effect. In addition, the number of educated youth mobilization is under the influence of the local natural environment. This indicates that the scale of the educated youth to the countryside is influenced by the political factors, and the economic factors behind it,and is limited by the local resources. The conclusion is the thinking of Up to the Mountains and Down to the Countryside Movement, including the positive influence of the movement on both the educated youth and the countryside and the practical enlightenment that the key to solve the problem of employment is developing the economy.
