With the crisis of Russia's autocratic system from the end of 1870 s to the beginning of 80 s and the upsurge of domestic social movement,make the local self-governing liberals become active.As a result of the imbalance in social development,there has been a great deal of conflict,to achieve the most acute level in the political field.Nicholas II scolded "ignorant fantasy",convince liberals of the need to start a positive struggleand organize "public opinion",attempting to get the czar to make concessions under this pressure.Local self-government liberals firmly believe that they have the right to participate in the redistribution of state power,attempting to find a way to complete Self unification,so that they can become the subject of political life.The result of this search is that social organizations are committed to creating political parties.For Russia,the establishment of political parties is a dynamic process from Salon to group to Original political party to Political party.As part of the original coalition of political parties,Beseda circle has a special status.The Beseda circle are mainly established by the big landlords,the aristocratic leaders,Chairman of the Authority.This indirectly determines the nature,the activity basis and the activity form of Beseda circle.The members have differences in the programme,the political necessity of participation,the publishing institutions and other issues.Under the common goal of "developing local autonomy",the members strive to reach the maximum agreement.This was also due to the concessions made by the constitutionalists of local self-government."Beseda circle" expresses its position through members' speeches in local self-government meetings,direct communication between members and the government,publication of papers,etc,and becomes "inter-party alliance",completed the responsibilities of the focal point of the local self-government movement.Finally,under the intensification of the revolutionary situation,the internal division of the organization is further split up."Clearing up" can not accept new challenges and stop it.
