A Study Of The Development Financing Of Cultural Tourism Resources Of Haihun Marquis State Site

Haihun Marquis State Site consists of the Haihun Marquis tomb,the emperor's palace site,the nobility and civilian tombs and the Tiehe Han dynasty tomb cluster,and it is the marquis state site of Han Dynasty which has been best preserved and possesses the largest area,the most complete structure,the clearest layout and the most abundant unearthed relics in China.After over 6 years of archaeological excavation,more than 2 pieces of precious cultural relics were unearthed in the site,including gold objects,bronze wares and bamboo scripts,and the site is hailed as the largest site in Han Dynasty archaeology.With its huge value in terms of archaeology,history,art,science,exhibition and tourism,the site will become a new landmark of Chinese Han culture and a new visiting card of Jiangxi tourism.The local government attaches great importance to the development of the site,and as a major cultural tourism project,the site has been listed into the Thirteenth Five-year Plan.Besides,three major construction goals about the site have been established,those are,the "national 5A tourist attraction",the "national archaeological park",and the "world cultural heritage site".The financing of resource development of the site has multiple characteristics,such as large demand,long cycle and complicated risks.As a large scale project mainly popularized by the local government,the site is facing both opportunities and challenges.For the moment,the site remains at the initial stage of development,and the sources of its fund guarantee mainly include government allocations,bank credits,platform financing and investment promotion.Although the project development is being rapidly promoted,the problems are prominent,for example,the government intervention is deep,the investment subject is simplex,the financing structure is unreasonable,the financing channel is narrow,and the financing innovation is insufficient.Moreover,as the most superior cultural tourism resource in Jiangxi,Haihun Marquis State Site' financing benefit can not hold a candle to that of tourist attractions in surrounding areas,especially to similar resources in developed countries such as Pompeii,which is not conducive to the sustainable development of the site.Based on the investigation on theories related to the development financing of cultural tourism resources,this paper introduces the current status and development goals of the cultural tourism resources of Haihun Marquis State Site in detail,makes a careful analysis of the development financing environment,and studies the problems of current financing.With the focus on solutions to problems in the development financing,this paper put forward suggestions such as perfecting the government's public service function,enhancing the project's attraction to investors,optimizing the financing environment for project development and promoting the diversified development of financing channels and modes,meanwhile,an overall explanation was made.
