Research On The Content List And Evaluation Index Of Grassroots TCM Health Services

Objective: Health services in traditional Chinese medicine is an effective way of basic medical service,this topic focuses on how to strengthen grass-roots health services research of traditional Chinese medicine,whose aim is to develop grassroots health service content list and evaluation index of traditional Chinese medicine.It also guides basic-level medical institutions and carries out health services to provide technical specification,and to evaluate the grassroots medical institutions of traditional Chinese medicine service ability to provide the reference standard.Method: Chinese medicine policy documents were extensively collected and sorted out,with emphasis on collecting policies,regulations,announcements and development plans of hierarchical diagnosis and treatment of medical system reform and grassroots Chinese medicine health services.Retrieval strategies were formulated and searched in the database,and periodical literatures related to the content list and evaluation index of grassroots Chinese medicine health services were collected and sorted out.We select representative in Shanghai areas for on-the-spot interviews,in order to know basic medical institutions in Shanghai about the advantages and disadvantages,with the development of the traditional Chinese medicine health services for the city’s regional grassroots.of We want to have a general grasp of medical institutions of traditional Chinese medicine health service current situation in the development of the policy according to collected document periodical literature and research results,proposed at the beginning of grassroots health service content list and evaluation index of traditional Chinese medicine Zi Xun Biao,making questionnaire using Delphi method,two rounds of questionnaire,according to the statistical data and expert proposed amendments,we optimize Zi Xun Biao,eventually get basic health service content list and evaluation index of traditional Chinese medicine.Result: The first-level index of the content list includes nine items,including service scope,service content,service facilities,service charge,technical category and technical content,and the second-level index includes 132 items.Evaluation index of the primary index including service guarantee service facilities service personnel service ability and service performance of the five,the secondary indicators are a total of 48 through two rounds of Delphi expert consultation,recycling respectively 48 content list for the first two rounds of questionnaires were 48,questionnaire recovery opinions,excluding modify relevant indicators after two rounds of questionnaire,the resulting content index of listing class nine,99 secondary index;There were five first-level indicators and 35 second-level indicators.The study finds that there are the following problems in the development of TCM at the grassroots level: 1.The basic safeguard mechanism of traditional Chinese medicine needs to be strengthened,relatively insufficient financial input 2.the lack of a reasonable and effective assessment evaluation index,not well reflect the status quo of grassroots medical institutions of traditional Chinese medicine health services 3.High level talents of traditional Chinese medicine at the grass-roots level lack,relatively low technical ability and the level 4.Due to technical level project price is understaffed,the influence of such factors as base of traditional Chinese medicine health services limited,service utilization rate is low.Conclusion: This traditional Chinese medicine research and development of basic health service content list,to be able to more fully illustrate the elements of traditional Chinese medicine health service at the grassroots level,define the basic of traditional Chinese medicine health service agencies and related personnel and scope,the base of traditional Chinese medicine health service has strong guidance,listing highlight the characteristics of traditional Chinese medicine and related services for the medical staff to provide the reference specification developed by this study evaluation index of traditional Chinese medicine health services at the grass-roots level,can carry on the comprehensive appraisal to the base of traditional Chinese medicine health service,the incentive mechanism from the policy guidance Medical services and results reflect the development of TCM at the grassroots level,and specifically promote the improvement of TCM health services at the grassroots level,so as to enhance the sense of access to TCM health services among urban and rural residents.
