The promulgation and implementation of the Regulations on Civilian Personnel of the Chinese People’s Liberation Army in 2005 marks the formal establishment and implementation of the civilian personnel system of our military.At present,the management of civilian personnel in our country,especially the construction of various incentive systems,is still in the initial stage of development.This paper mainly studies the present situation of civilian personnel management in military hospitals in the new period,explores the problems and causes of the incentive mechanism of civilian personnel in military hospitals through theoretical analysis and empirical investigation,and puts forward corresponding countermeasures and suggestions.Based on the case study and analysis of the incentive mechanism of civilian staff in XX military hospitals,this paper first expounds the military The core concepts and development process of the hospital,civilian personnel and incentive system are described.Secondly,the current situation of the implementation of the incentive mechanism for the civilian personnel in the hospital is described by the questionnaire survey,and some problems need to be further improved: including the non-standard assessment mechanism,uneven development opportunities and vague incentive objectives,and the causes of the above problems are analyzed.Finally,some countermeasures and suggestions are put forward for the problems existing in the implementation of the incentive mechanism for civilian personnel in military hospitals,including strengthen the incentive effect,establishing a reasonable performance appraisal mechanism,perfecting the management system of civilian personnel and creating special features Color incentive and improve the training system.Based on the empirical analysis and policy suggestions on the incentive mechanism of civilian personnel in XX military hospitals,this paper hopes to give some reference to the management of civilian personnel in military hospitals,other military departments and the construction of military service-oriented teams.
