Exploration On The Security Level And Moderation Degree Of Basic Medical Insurance Of B City In A Province

Background: The 19 th national congress of the communist party of China has made it clear that the major contradiction in China's current society is between the people's growing need for a better life and unbalanced and inadequate development.As a basic institutional factor to guarantee people's good life,basic medical insurance is closely related to the people's good life.A moderate level of basic medical insurance can not only guarantee the healthy growth of the national economy,but also play the role of basic medical insurance,promote the health of the whole people and realize a better life.Objective: Based on the theoretical research on the basic medical insurance level and its suitability,this thesis measures and evaluates the security level and suitability of the basic medical insurance system of a city in Jiangsu province,and simulates its future development trend based on the measurement results,so as to provide policy suggestions for the development and improvement of the basic medical insurance of this city.Method: This thesis combines qualitative and quantitative research methods.The historical review method and expert interview method were used to analyze the policy changes of a city's basic medical insurance system since the pilot reform.It describes and analyzes the operation status of the medical insurance system of a city through the fund report.A mathematical formula model is established to measure the level and suitability of the basic medical insurance in a city at the present stage.Based on the conclusion of mathematical formula measurement model,the system dynamics model was constructed to simulate and predict the level and suitability of basic medical insurance in a certain city in the future.Results:(1)In 1997,city in this paper was designated as a pilot for medical insurance for employees,which initiated the reform of the basic medical insurance system for employees.In 2007,the basic medical insurance system for urban employees in large urban areas was established,and the medical insurance system for residents was formally implemented in 2007.During this period,the corresponding policies were issued every year to adjust and improve the system.(2)The measurement results of mathematical formula show that the basic medical insurance level in B city from 2011 to 2016 has been increasing year by year.The basic medical insurance level has increased from 3.276% in 2011 to 6.070% in 2016.Before 2014,the level of basic medical insurance was always lower than the lower limit of the moderate range.In 2014,it was in the middle of the moderate range.After 2014,it began to exceed the upper limit of the moderate range.(3)The prediction results of system dynamics show that the level of basic medical insurance in B city presented an overall upward trend from 2012 to 2032,but the growth rate slowed down with the passage of the time.The basic medical insurance increased from 3.812% in 2012 to 10.897% in 2032 respectively.After 2017,it remains above the upper limit of its moderate range.The sensitivity analysis shows that the weight of medical insurance expenditure in social security expenditure and the expenditure of medical insurance fund are sensitive to the level of medical insurance.Conclusions: At present,the level and suitability of basic medical insurance in city B need to be further coordinated and improved,and the balance of income and expenditure of employees' medical insurance fund and the over-development of residents' medical insurance need to be improved urgently.
