Since 2009,A new round of reform of the medical and health system was officially launched in the country,promoting social forces to run medical services,and creating a diversified medical system.In the medical service industry,it guides,encourages,and supports social capital to enter the medical system.With the promotion,a pattern of mutual cooperation and orderly competition is formed between medical institutions of different ownerships.In China's medical industry,private hospitals are an important component and have made great contributions to the development of medical industry.With the continuous deepening of medical reform,private hospitals have achieved an unprecedented golden period of development.However,due to limitations such as medical service capabilities,social recognition,overall hospital scale,talent team construction,and scientific management levels,they are widespread in internal control construction.The following issues,such as: weak ability to control the environment,lack of leadership and employees' understanding of internal control;the risk assessment mechanism is not complete,and a complete risk assessment system has not been formed;the control process is not standardized,and there is no complete and programmatic operation Process;information construction lags behind,the information system is not sound;communication channels are not smooth,and there are problems with horizontal and vertical information communication;weak supervision by the leadership and so on.Therefore,it is necessary to carry out a comprehensive diagnosis of the internal control of private hospitals in China,find out the problems existing in internal control,and carry out targeted improvements,upgrades and improvements according to the problems,so as to promote the efficient and healthy development of private hospitals.This paper draws inspiration from the domestic and foreign research situation of internal control,systematically studies the relevant concepts and theoretical basis of private hospital,internal control,enterprise internal control,hospital internal control and so on by consulting literature,searching website and so on.Taking Hangzhou Xiaoshan Shiyan Hospital(hereinafter referred to as Shiyan Hospital)as a case study,this paper designs a questionnaire survey for Shiyan Hospital through the comprehensive understanding of the basic,general situation of financial management,asset management status and internal control status,Through the distribution,recovery,statistics and analysis of thequestionnaire,the problems existing in the internal control of Shiyan Hospital are presented in all directions,and the causes are analyzed,and then the measures to improve the internal control process of Shiyan Hospital are put forward from three major dimensions,which are devoted to improving the internal control process of Shiyan Hospital,preventing the management risk,reducing the operating cost,increasing the profitability,enhancing the social influence,and becoming bigger and stronger.At the same time,based on the relatively few domestic case studies on the internal control of private hospitals,we hope that this study will promote the self-innovation and rapid development of private hospitals,an important component of medical and health undertakings,enhance the comprehensive competitiveness and contribute to the realization of a healthy China.
