Evaluation And Research On The Situation Of Open Health Data Of Local Government

In the context of the era of big data and the gradual rise of the concept of open government,the government generates and holds a large amount of data in the process of performing its duties and providing services.If the mass data is only in the hands of the government,it is difficult to maximize the value of these data and if the government can open the data to the public and provide opportunities for all sectors of society to use it,it will be conducive to increasing the value of social use of data,and it will also promote the realization of government innovative services.Therefore,open government data has gradually become an important content of government construction.Although there is a lot of discussion on open government data in the academic circles,there is very little research on the openness of government data from a specific domain level.Research at the domain level is currently weak.Starting from a specific field to understand the situation of data openness in this field will deepen the understanding of government data openness and be conducive to the development of government data openness.In 2016,the General Office of the State Council stated in the "Guiding Opinions on Promoting and Standardizing the Development of Health and Medical Big Data Applications" that "the establishment of a national health and medical data resource catalog system and the development of classified,hierarchical,and sub-domain health and medical big data open application policies and norms,and steadily promote the opening of big data in health care." This article chooses to combine the evaluation with the medical field to explore the current situation of local government data openness from the perspective of the health care field.The research perspective is relatively novel,and the evaluation of the health care data openness of each local government is designed by designing the evaluation method of the open health care data of the local government.By making the research content more concrete,we can grasp the current situation of open government data more deeply.Using the literature research,the research on the overall status of open government data,the evaluation model of open government data,the relationship between open government data and information disclosure,and the openness of health and medical data are summarized.The shortcomings of existing literature are summarized,and the paper's research objectives,content,technical route and research methods.It alsodefines relevant core concepts through the literature and the starting point of this article,and at the same time explains the right to know theory,service-oriented government theory and 5-star deployment scheme for Open Data.Through an in-depth analysis of the content of the literature,based on the focus of this study,it designs the evaluation method of the local government's open health and medical data situation.The evaluation method of the local government's open health and medical data status was designed to compare and evaluate the openness of 52 local governments' health and medical data.Based on evaluation and analysis to clarify the situation of the current local government open health care data in China,and the overall perception of the development status,the research found shows that the local government open health care data has shortcomings in data integrity,open scope,format and timeliness,and put forward countermeasures and suggestions on establishing open data awareness,establishing management mechanism,improving health care data open policies and standards,and strengthening supervision.
