As China ushers in a stage emphasizing the quality of development and the pace of economic structural adjustment and industrial upgrading continues to accelerate,there has been a pressing demand for tech-savvy and highly skilled talents in almost all walks of life,making the important position and role of vocational education more pronounced.As a major innovation in reforming talent cultivation mode across colleges of higher vocational studies and a new measure advancing in-depth school-enterprise integration in cultivating talents,broad attention from various circles of society has been paid to modern apprenticeship and theoretical and practical explorations into the topic have also been increasingly deepened.In 2015,the Ministry of Education officially announced a pilot program to implement modern apprenticeship across 165 institutions.Upon the release of Circular on Piloting the “Dual System” Reform of Technical and Skilled Talent Cultivation Mode jointly by the Department of Education of Fujian Province and other five government bodies,a modern apprenticeship talent cultivation mode focusing on “integration between worker recruitment and student enrollment,educational collaboration between enterprises and schools” was implemented in Fujian Province.As one of the first institutions undertaking the pilot program in Fujian Province,Fujian Health College has brought pharmacology,nursing,ophthalmology and optometry and other majors into the pilot spectrum.More than two years of practices have demonstrated that modern apprenticeship mode is indeed an effective way to promote the quality of talent cultivation in colleges of higher vocational studies.Despite a range of valuable experience gained in the pilot program,it is also not without any problems.This paper attempts to identify and reveal the existing problems with the practice of modern apprenticeship talent cultivation mode at Fujian Health College by summarizing the experience distilled,and find effective measures to optimize and perfect the talent cultivation mode at the college,thereby providing theoretical and practical guidance for colleges of higher vocational studies across China.In this paper,the concepts associated with modern apprenticeship talent cultivation mode,as well as theories related to cost and income,human resources,and tacit knowledge,are reviewed.Based on data collected through questionnaire surveys and live interviews,the practices of modern apprenticeship talent cultivation mode at Fujian Health College are described from five aspects: implementational background,target orientation,setups of majors and disciplines,construction of teaching staff,construction of practical training conditions and evaluation system of talent cultivation quality.The effectiveness of the mode is summarized from the perspectives of students,enterprises and the college.At present,the main problems existing in the practice of modern apprenticeship system in Fujian Health College are as follows: there are differences in terms of understanding among all the relevant stakeholders,not to mention the imperfection of the college's qualification examination system for enterprises,inadaptability of the college's teaching stuff,the urgent need to improve the management mechanism,and behavioral differences among the enterprises in the implementation process,etc.Then,based on the successful experiences of modern apprenticeship in developed countries such as Germany,Britain,and Switzerland,and the typical practices of modern apprenticeship in several domestic higher vocational colleges,this paper put forward some countermeasures and suggestions on optimizing the training mode of modern apprenticeship talents in Fujian Health College from the aspects of the concerted efforts of both colleges and enterprises,the deep participation of enterprises in all aspects,the improvement of the construction system of the “double-mentorship” teaching staff and the reform of traditional teaching and management mode,etc.
