Research On Economic Operation Status And Main Impacts Of Center For Disease Control And Prevention In China

In 2017,the Ministry of Finance and the national development and Reform Commission issued the Notice on Clearing Up and Standardizing A Number of Policies on Administrative Charges,which clearly cancelled three administrative charges,including preventive physical examination.At the same time,according to the requirements and agenda of promoting the reform of public institutions by classification,Center for Disease Control and Prevention gradually realized the separation of its public health services and medical services,and faced a new economy Pressure in the operation.In order to grasp the current situation of the economic performance of China's Center for Disease Control and Prevention institutions in the new situation,further improve the economic policies of Center for Disease Control and Prevention institutions,and ensure the healthy operation of Center for Disease Control and Prevention institutions,this paper uses official data and on-site investigation of the income and expenditure of China's Center for Disease Control and Prevention system in 2013-2017,the situation of personnel team,operational ability and other data to carry out the research on the nowadays economic performance of China's Center for Disease Control and Prevention.It is found that the current economic performance of Center for Disease Control and Prevention in China is mostly stable.The level of financial subsidies to CDC in the economically developed regions has continued to increase,and the economic performance has been stable and improving.The level of financial subsidies in underdeveloped areas has been improved,but the government's financial security is insufficient,and the economic development situation seems to be marginal.After canceled the three charges,the economic performance of institutions at all levels was not affected due to the high level of financial input in the developed regions and the timely adjustment of financial subsidy policies in most regions.Due to the low level of financial input and the lack of government subsidies,the pressure on the economic performance of municipal,district and county-level institutions has generally increased.In recent years,affected by the economic performance of center for disease control and prevention in China,there have been some improvements in the salary and treatment of disease control system personnel,the original value of properties,special equipment,housing construction expenditure,information network construction expenditure,etc.But,in terms of the proportion of medical personnel that affect the laboratory's inspection and testing ability,the original value of special equipment at the end of the year,the buildings' areas,the budget of information technology and the implementation of inspection and testing projects of institutions,there are still imbalanced spatial layout as well as insufficient in investment and wasting,which are not conducive to disease control institutions to perform disease prevention and control,and public health emergencies disposal and other responsibilities.In order to solve the existing problems in Center for Disease Control and Prevention of China,we should focus on the following six aspects: first,to clarify the government's financing responsibility and establish a long-term mechanism for the investment of disease control institutions;second,to further increase the government's financing and adjust the financing structure;third,to perform the government's management function and promote the reform of the disease control institution system;fourth,to improve the funds accounting and improve the effectiveness of funds' usage;the fifth is to strengthen the construction of professional team and establish personnel incentive mechanism;the sixth is to deal with the public welfare property of disease control institutions and ensure the core technical service ability of disease control institutions.
