With the development of information technology,Internet application has gradually penetrated into the medical industry.5G communication technology can realize the smooth operation of Internet medical services and greatly improve the efficiency of medical services.Therefore,the state guides the development of Internet diagnosis and treatment services,and medical insurance is also gradually involved,creating a bigger space for the development of Internet diagnosis and treatment.Shanghai has advanced informatization and abundant quality medical resources,and has obvious advantages in developing Internet diagnosis and treatment services.However,Internet diagnosis and treatment service itself has both advantages and limitations.Problems such as the construction of information exchange platform,practicing attitude of doctors and prescription circulation may bring risks to the diagnosis and treatment service,so it is particularly important to form a safe and standardized Internet diagnosis and treatment service model.Objective:The purpose of this study is to put forward countermeasures and Suggestions to optimize the Internet diagnosis and treatment service mode in Shanghai,promote the development of Internet diagnosis and treatment service,and meet the people's health and medical needs.Method:Firstly,by means of literature research,this paper summarizes the research on Internet diagnosis and treatment services by domestic and foreign scholars,summarizes the development process of Internet diagnosis and treatment services at home and abroad,and at the same time,sorts out the relevant policies and documents on Internet diagnosis and treatment services in China.Secondly,empirical research was conducted by means of expert interview and questionnaire survey to analyze the development status,problems and influencing factors of Internet diagnosis and treatment services in Shanghai.At the same time,the Internet diagnosis and treatment service model of Shanghai is analyzed.Finally,through case study,the author summarizes the experience in the advanced Internet diagnosis and treatment servicemode at home and abroad,and puts forward the countermeasures and Suggestions to optimize the Internet diagnosis and treatment service mode in Shanghai.Result:Shanghai has obvious advantages in Internet diagnosis and treatment services.The current basic model of Internet diagnosis and treatment service is composed of four elements: Internet hospital(information exchange platform),doctor,patient and prescription.Through investigation and research,it is found that the Internet diagnosis and treatment service base in Shanghai is mainly concentrated in public hospitals.The implementation of Internet diagnosis and treatment services by medical institutions may cause problems such as the inability to guarantee the daily work and scientific research time of medical staff,as well as the difficulty in supervising the Internet diagnosis and treatment behavior of medical staff.On the whole,Shanghai medical staff support the development of Internet diagnosis and treatment services.But the gender,age,level of medical institutions,medical personnel department category,whether the medical staff have Internet medical services similar experience and medical institutions for medical personnel to carry out Internet medical services support these six factors can significantly promote or restrict the medical staff really participate in medical services,Internet differences statistically significant(P < 0.05).The Internet diagnosis and treatment service mode of TelaDoc telemedicine company and the Internet diagnosis and treatment service mode of hangzhou city,which are participated by the government and enterprises,has formed a service loop from consultation to prescription,and has been recognized by local residents,which has a reference significance for the optimization of the Internet diagnosis and treatment service mode of Shanghai city.Conclusion and Suggestions:In China,Internet diagnosis and treatment services are being accepted and recognized by more medical institutions and medical personnel.However,the development of Internet diagnosis and treatment services in Shanghai is still limited at the present stage.It is necessary to encourage medical institutions to practice boldly,respect the willingness of medical personnel to participate,and continuously explore medical services suitable for online diagnosis and treatment.To form a safe and efficient Internet diagnosis and treatment service mode,Internet diagnosis and treatment can better play the auxiliary and complementary role of traditional diagnosis and treatment services,so as to meet the medical and health needs of people.This paper mainly puts forward countermeasures and Suggestions foroptimizing the Internet diagnosis and treatment service mode in Shanghai from four aspects :(1)in terms of Internet hospitals(information exchange platform),it is suggested that physical medical institutions establish Internet hospitals based on their own development orientation and develop Internet diagnosis and treatment services in a differentiated way.It is suggested that Internet hospitals should rely on higher-level physical medical institutions and experienced network operating companies.It is suggested that Internet hospitals should improve the system and establish the relationship of mutual trust between patients and doctors.It is suggested that the Internet hospital establish the charging standard of Internet medical service and provide electronic bills.(2)in terms of doctors(medical staff),it is suggested that the actual situation of women and doctors(medical staff)between 31 and 45 years old should be considered in the work arrangement of Internet diagnosis and treatment.It is suggested that obstetrics and gynecology,auxiliary departments and other departments of physicians(medical staff)take the initiative to dig suitable online diagnosis and treatment projects.(3)In terms of patients,it is recommended that patients provide at least 2 months of diagnosis data in physical medical institutions or Internet hospitals.If patients go to the Internet hospital platform of the same physical medical institutions for follow-up,it is recommended to provide diagnosis data in physical medical institutions(or affiliated medical institutions)within 3 months.(4)In terms of prescriptions,it is suggested that Shanghai should strictly issue online pediatric prescriptions and implement the distribution of children's medicines in Internet hospitals step by step.It is suggested to clarify the prescribing process in Internet medical services to avoid conflicts with prescription management measures.Finally,it is suggested that the government,enterprises,hospitals and other institutions strictly examine and supervise the qualification of drug distribution units in the process of providing Internet medical services.
