The Research On Provincial Hospitals Of The Nanjing Nationalist Government(1927-1937)

Modern hospital system was introduced into China in the late Qing dynasty and early republic of China,some government-run hospitals appeared in China,but little“provincial hospital” were set.From 1927 to 1937,provincial hospitals were established in Guizhou,Jiangsu,Hubei,Qinghai,Shanxi,Zhejiang,Guangxi,Jiangxi,Henan,Hebei,Ningxia,Gansu and Fujian provinces.The emergence of these hospitals is mainly due to social needs,the promotion of the government's health construction,external influences,and the promotion of the thought of “Health can Save the Country”.Provincial hospitals set up in the different way.Guizhou province first set up provincial hospital in 1919,and the scale of the hospital was expanded in 1935.From 1929,Qinghai,Shaanxi,Zhejiang,Henan and Hebei provinces established provincial hospitals by reorganizing existing hospitals.Jiangsu,Hubei,Fujian and Guangxi independently established new provincial hospitals,but provincial hospitals were set up by region in Guangxi.From 1934,the Nationalist Government helped Jiangxi,Ningxia and Gansu provinces to set up provincial hospitals.The internal organizational structure of provincial hospital is mainly divided into two departments: medical care and affairs,which are divided into different departments for treatment.In addition,provincial hospitals have established a relatively sound management system,and the provincial government mainly realizes the management of provincial hospitals by appointing major hospital staff,issuing hospital regulations and providing financial support.As the provincial medical relief center,the main responsibility of the provincial hospital was to carry out medical care.It plays an important role in local medical relief and its medical activities include both inside and outside the hospital.As the highest medical institution at the provincial level,the provincial hospital was not only engaged in the medical business of curing diseases,but also engaged in the activities of health administration,epidemic prevention,anti-smoking and drug rehabilitation,talent training and medical research.The above activities of provincial hospitals achieved certain results and improved the medical and health care of the local society to some extent.However,the shortage of government funds and social medical personnel greatly restricted the operation and development of provincial hospitals.The difficulties faced by the establishment and operation of provincial hospitals reflect the development predicament of health undertakings in modern China as well as the development predicament of the whole country in modern China.
