Background: Infectious diseases have always threatened human health since the history of infectious diseases.When an infectious disease breaks out or spreads,it will not only cause panic among the general public,but also cause heavy economic burdens on countries and regions.Control is especially important.The risk factors of infectious diseases that people face are also diverse.Various factors in nature,including ecological environment,climate,geography and other conditions,bacteria,fungi,viruses and other biological pathogenic sources,daily life habits These can directly or indirectly affect the spread and epidemic of infectious diseases and have an impact on public health.Therefore,the risk factors of infectious diseases should be controlled as a whole,including the identification of the background status of infectious diseases and their influencing factors,the prediction and early warning of risk changes,and the implementation of intervention control on risks.To protect public health.Objective: The research follows the "current situation analysis-optimization strategy" research idea,focusing on the field of infectious diseases in Zhejiang and Shanghai,evaluating and measuring the level of construction of the monitoring system for infectious diseases in Zhejiang and Shanghai,summarizing the advantages and disadvantages of the construction of the monitoring system for infectious diseases in Zhejiang and Shanghai,and passing the qualitative The analysis process of sorting out and quantitative verification clarifies the problem of insufficient system construction,and explores the key points of breakthrough,and finally forms the development strategy and optimization strategy for the future infectious disease monitoring system.Methods: Under the guidance of the health system macromodel and scientific policy development procedures,this study collected literature and publicly released reports from March to August 2018.After the data collection was completed,Excel and SPSS were used for statistical analysis.Gap analysis and sensitivity analysis are used to analyze and interpret the data.result:(1)Ability to identify the background of infectious diseases Zhejiang and Shanghai have used the monitoring system to carry out a wide range of infectious disease problem identification.78.8% of infectious disease problems in Shanghai have been issued with sensitive index information such as incidence rate,three distributions,and identification of influencing factors,which is 1.9% higher than Zhejiang;After quantification,the background status of infectious disease issues that should be paid attention to in 2017 and the degree of influencing factors were 49.9% in Shanghai and 45.4% in Zhejiang Province.There was a significant negative correlation between them(P <0.01),and the degree of equation interpretation was higher than 70.0%.(2)Ability to predict the risk of early warning infectious diseases According to the current situation of infectious diseases,Shanghai can make information changes or predictions such as incidence rate and other sensitive indicators,and the proportion of problems such as early warning of problem development trends is not high,at 55.8%,which is lower than 63.5% in Zhejiang Province;In 2017,the early warning degree of infectious disease risk in Shanghai was only 1.13% according to the infectious disease monitoring system,and 0.9% in Zhejiang Province;after a correlation regression analysis,there was no statistics between the early warning degree of infectious disease risk and the incidence of infectious diseases in Shanghai Significance(P> 0.05).There is a significant negative correlation between the early warning degree of infectious disease risk and the incidence of infectious diseases in Zhejiang Province(P <0.01).(3)Ability to propose intervention measures Among all the materials released by Zhejiang and Shanghai after monitoring by the monitoring system,the specific measures related to the infectious disease,the intervention and control of related content accounted for 75.0% and 78.8%,respectively;after quantification,the overall utilization of Zhejiang and Shanghai in 2017 The overall capacity of the monitoring system to propose infectious disease intervention and response measures was 2.6% and 25.9%,respectively.After correlation analysis,it was found that there was no correlation between the overall ability of the infectious disease intervention and response measures and the incidence of infectious diseases in Zhejiang Province(P> 0.05).However,the overall capacity of Shanghai to propose infectious disease intervention measures is relatively high,and there is a significant negative correlation between the incidence of infectious diseases(P <0.01).(4)Level of emergency response Among all the information released by the monitoring systems in Zhejiang and Shanghai,the number of issues involving emergency response measures in Shanghai is higher than that in Zhejiang Province,76.9% and 5.8%;the quantified emergency response level in Shanghai is 6.6% The level of emergency response in Zhejiang Province was only 0.9%;after correlation analysis,it was found that the overall level of emergency response to infectious diseases in Zhejiang Province was positively correlated with the incidence of infectious diseases(P <0.05),possibly due to the level of emergency response to infectious diseases in Zhejiang Province in recent years Due to instability,the overall capacity of Shanghai to propose infectious disease intervention measures is relatively high,and there is a significant negative correlation between the incidence of infectious diseases(P <0.01).(5)Evaluation of the effectiveness of intervention policies The proportion of issues related to the evaluation of intervention effects in Zhejiang and Shanghai is not low,and it can reach 26.9% and 63.5% in the range of infectious diseases that have been concerned;after quantification,the degree of intervention effect evaluation by Zhejiang and Shanghai is obtained They were only 0.26% and 4%,respectively,an increase of only 0.16% and 2.7% from 2000;after correlation analysis,it was found that there was no correlation between the degree of infectious disease evaluation proposed by Zhejiang Province and the incidence of infectious diseases(P> 0.05).However,Shanghai proposes that there is a significant negative correlation between the degree of infectious disease evaluation and the incidence of infectious diseases(P <0.01).conclusion:(1)The identification of problems in the field of infectious diseases in Zhejiang and Shanghai has been carried out in an orderly manner,and is in the process of standardization and improvement,which provides strong support for early warning and prevention and control of infectious disease risks.(2)The infectious disease surveillance systems in Zhejiang and Shanghai basically did not play the role of risk early warning,the information collected was not fully utilized,and there was a serious waste of information resources in risk early warning.(3)The ability of Zhejiang and Shanghai to use monitoring information to propose intervention measures is gradually being enhanced and strengthened.(4)The data information of the monitoring systems in Zhejiang and Shanghai is not fully utilized,and it does not provide strong support for the proposal and development of emergency response measures.(5)The mechanism for evaluating the effect of infectious disease interventions in Zhejiang and Shanghai has not been established.The status of the evaluation is unstable.The data collection and collation of the surveillance system does not support the evaluation of the effect of infectious diseases.
