The survey results indicated that employees face frequent violations, such as cheating, disclosure of confidential information, abuse of company resources, etc. Some illegal violations have resulted in financial losses to the organization and exposed individuals to prison.Rule behavior is an extremely important issue that affects the effective operation of the organization.Studies have shown that ethical predisposition is a critical factor affecting employees' rule behavior.Researchers focus on two ethical frameworks-utilitarian(emphasizing the utility of behavior)and formalism(emphasizing the process of behavior).Although the impact of ethical predisposition on rule behavior has attracted the attention of researchers, the relevant empirical research on the mechanism of ethical predisposition lacks a systematic theoretical basis, which hinders the in-depth study in organizations. The paper tried to explain the mechanism of ethical predisposition from the perspective of the dual-process theory, proposed that formalism and utilitarianism affect individual rule behavior by negative emotions to rule violation(system 1),rule and efficiency perception(system 2)respectively.263 nurses from thirty-three medical units(e.g.,Obstetrics,Dermatology,Cardiology,Orthopedics,Urology)in two hospitals participated in this survey. The questionnaire efficiency is 72%.Statistical analysis software SPSS23.0 and structural equation model software AMOS20.0 were used to analyze the data in this study. The findings of the research are as follows:1.Formalism had a positive correlation with rule deference or rule compliance and a negative correlation with rule breaking.2.Negative emotions to rule violation had a complete mediating effect on the relationship between formalism and rule breaking.3.Rule and efficiency perception had a complete mediating effect on the relationship between formalism and rule deference or rule compliance.
