Objective: To understand the status of universal health examination,analyze the difficulties faced by the implementation of this project for the benefit of the people,and explore measures to improve the work of universal health examination.Methods: From May to October 2018,92 primary hospitals were selected from 14 prefectures through typical sampling.A total of 56 interviews were conducted with the quality control experts of the universal health examination in the autonomous region,the heads of the universal health examination in the sample district health committees,and the heads of the universal health examination in the sample institutions.The self-filled questionnaire survey was conducted on the medical staff of the sample institution who undertook the universal health examination by using a convenient sampling method.An interview-type questionnaire survey was conducted using a convenient sampling method for residents aged 15 and over who had undergone universal health examination at a sample institution.EpiData 3.0 was used to establish the database,and SPSS 17.0 was used for statistical analysis.Results:(1)21.73% of primary hospital management staff indicated that the number of medical staff can fully meet the needs of health examination.(2)40.22% of the primary hospital medical equipment can fully meet the needs of health examination.(3)The cost of health examination per capita in the primary hospital is 105 yuan.(4)The common method for verifying the identity of residents in primary hospitals is to swipe ID cards or social security cards(64.83%),and manual registration accounts for 17.61%.(5)The average number of health examination in primary hospitals in the whole district is 167,up to 500.(6)The management staff at the primary hospitals said that they can give back the results of health examination to the residents on average 7 days after the completion of the health examination.(7)32.91% and 27.25% of primary medical staff have improved their diagnosis and treatment skills and mastered the use of common instruments and equipment through the health examination.(8)6.08% of primary hospitals are not currently sharing information with any health system,and the different management departments(40.23%)are the primary reason why health examination information cannot be shared.(9)The residents' overall satisfaction with the universal health examination is 92.18%.(10)The health examination rate of migrant workers is low(85.17%),and the satisfaction of residents' health examination system for migrant workers is also low(73.31%).(11)The administrators of primary hospitals believe that the first three difficulties faced by the universal health examination are the insufficient number of primary medical personnel,insufficient health examination funds,and excessive wear on health examination equipment.(12)The results of qualitative comparative analysis of fuzzy sets show that improving the construction of information systems,ensuring adequate medical examination equipment,and adequate government allocation of funds are the core conditions for the healthy operation of the universal health examination.Conclusion:(1)The universal health examination not only benefits the people,but also promotes the construction of primary hospitals and the service capacity of medical staff.(2)Primary hospitals have insufficient funds to carry out universal health examination.(3)The number of primary medical staff is insufficient.(4)The health examination information system of the primary hospital is imperfect.(5)The residents' overall satisfaction with the universal health examination is relatively high.(6)The satisfaction of residents' health examination system for migrant workers is related to whether they are medically checked by relatives and friends of migrant workers.(7)In the case that the number of medical staff at the primary is insufficient and the diagnosis and treatment skills still need to be improved,improving the information system construction or ensuring that the medical examination equipment is sufficient while the government allocates sufficient funds can still make the universal health examination run well.
