Objective:This thesis mainly investigates the status and its distribution characteristics of overall health human resources allocation in Hainan Province in 2015.It summarizes the available parts and deficiencies in the overall allocation of health human resources in Hainan Province,and analyzes the problems in the shortage.The active role of various departments to improve the allocation of human resources,in order to achieve the optimal allocation of human resources in Hainan Province,provide relevant experience in the allocation of human resources for health,and contribute to the promotion of medical and health reform and the development of medical and health services.Methods:A survey of health personnel in Hainan Province's health institutions was conducted in the 2016 Hainan Health Statistics Yearbook and on-site interviews.Descriptive analysis was conducted on the allocation of health facilities and various types of health personnel,using the Lorenz curve.The Gini coefficient and population density maps are used to evaluate the fairness of major human resources allocations.Conclusions:1.The total number of health workers in Hainan Province in 2015 was 71,237.Compared with the whole country,rural doctors and health.The proportion of staff is low,while the proportion of staff responsible for management and workers in the field is high.2.There is a shortage of health personnel in grass-roots institutions in Hainan Province,especially the lack of services and health facilities in the community,which accounted for only 3.11% of primary health workers.3.Compared with the country(5.8 people),the number of health personnel per thousand people is higher(6persons),but lower than the average level of the eastern region(6.2 persons).The number of practicing(assistant)physicians is relatively low compared to the national average(2.2 in the country and 2.1 in Hainan Province),the number of physicians is still in short supply.Although the number of RN(2.7 persons)is higher than the average of the same period(2.37),the quantity of RN in some cities and counties is still in serious shortage.4.Health technicians and practicing physicians(including assistants)have fairly good distribution according to the population.According to the geographic distribution,they have reached the alert level.Registered nurses have absolute average population disposition,and there is a big gap in geographical distribution.
