Research On The "Abolition Of Drug Value Addition Reform" In The First People’s Hospital Of Liangshan District

In early 2009,after the executive session of the State Council,the opinions on deepening the reform of the medical and health system and the implementation plan for deepening the medical and health system reform in 2009~2011 years were formally approved.The new round of health care reform plan was formally promulgated.According to the relevant contents of the need for reform of public hospital drug sales mode and take a variety of compensation mechanism for the operation of the hospital,this can be an important role to adjust and optimize the structure of medical system in China,but the prices of medicine management is the need for comprehensive management.This study takes the reform of the policy of "abolishing drug value addition" in Liangshan district public hospital as the research object,and takes Liangshan First People’s Hospital as the case to conduct empirical analysis and research.On the basis of sorting out the relevant literature and defining the theoretical basis,this paper firstly describes the implementation background and promotion overview of "eliminating drug value addition" in Liangshan district public hospitals.Secondly,taking Liangshan First People’s Hospital as an example,this paper analyzes in detail the implementation of the "elimination of drug value addition".Through questionnaire survey,and drug value addition sales to cancel after the first people’s hospital income structure to optimize,hospital operation efficiency increase in medical expenses,patients decline gradually,medical staff’s work enthusiasm,improve the structure optimization and improve patients and treatment satisfaction,etc.;Thirdly,it analyzes the existing problems and causes of the "elimination of drug value addition" in Liangshan First People’s Hospital.Problems existing in the financial investment is not timely and compensation mode should be improved,doctor have improved both time cost,imperfect medical service price reform and policy implementation deviation and hospital internal management and cost control is not perfect.From the perspective of public goods theory,price regulation theory and welfare economics theory,the causes of the problems are analyzed.Finally,based on the above analysis,the paper puts forward some Suggestions to further promote the continued implementation of "eliminating drug addition" in Liangshan district public hospitals.Namely,promote the reform of public hospital financial compensation mechanism,promote the reform of the supply side of the pharmaceutical industry,improve the medical service price system and grading system and strengthen the hospital internal control and cost management.
