It has become a consistent understanding that the development of community health services and a new medical and health care service system are effective ways to control the unreasonable excessive growth of medical services cost and reduce the burden of public health costs."General Office of the State Council on the promotion of the construction of hierarchical diagnosis and treatment system guidance" released in September 2015 proposed the construction goal of classification.In this context,in order to achieve the policy objectives of diagnosis and treatment,exploring the problem of how to optimize the allocation of community health human resources is very necessary and urgent.In this paper,the method of combining theory with empirical is used to collect the data and investigate the allocation of health human resources and health service in eight community health service centers in Shanghai.The results showed that the distribution of community health human resources in Shanghai was optimized in recent years.In the context of the implementation of the hierarchical diagnosis and treatment system,on the one hand,community health service centers need to undertake more basic medical services in order to achieve the goal of classified treatment;on the other hand,due to the lack of compulsory community first diagnosis,community health workers should have higher technical level and a stronger sense of responsibility.Therefore,the implementation of the hierarchical diagnosis and treatment system requires a greater number of community health human resources allocations,and better quality.Due to the insufficient number of general practitioners and the weak attraction of community health service centers,the allocation of community health human resources have community health human resources insufficient,lack of highly educated personnel,younger age distribution,lack of senior staff,low inner configuration efficiency and other issues.Under the guidance of systematic thinking,this paper explores the methods of community health human resource allocation which help to the implementation of hierarchical diagnosis and treatment from four aspects: high-level hospital system health personnel and advanced technology output,community health system personnel input and internal optimization.
