Study On Problems And Countermeasures Of Performance Evaluation In Chongqing Health Supervision Institutions

Health supervision is an important means to protect people's health,implement health laws and regulations,and maintain the order of public health.Thus,strengthening health supervision is an important measure to promote the construction of social governance system and comprehensively promote legal construction in fields of hygiene and health.At present,with the joint efforts of governments at all levels and health supervision institutions,the work of system reform,system construction and supervision enforcement in health supervision institutions have achieved great development.Facing to the new situations and challenges in the context of the healthy China strategy,how to improve the effectiveness of health supervision and law enforcement is becoming more and more important.Enforce the law and protect health for people are the identical pursuit of health supervision institutions.Based on the analysis of relevant theories of government performance evaluation and performance evaluation of health supervision institutions,this study pointed out problems that had existed in Chongqing health supervision institution.Index settings,performance control,performance evaluation effect were discussed.Many problems,such as the running environment is poor,the process is closure,the participant degree of community is low,the long-term strategic goal guidance is limited,the evaluation indicators and implement of performance evaluation results are unitary are discovered during the investigation of questionnaire.The causes of these problems were analyzed.In the end,the countermeasures and suggestions are put forward.The paper proposes that institutions should emphasis on the important of performance evaluation,develop a good environment for performance evaluation,optimize the index system of performance evaluation,promote the institutionalization of performance evaluation and let the public participate performance evaluation in multiple channels.What's more,third parties participating in the assessment and making full use of the results of performance evaluation were proposed.The results provide certain information and assistance to system construction of performance evaluation in Chongqing health supervision institutions.
