Study On The Impact Of Population Chronic Diseases On Urban Workers' Basic Medical Insurance Co-ordination Funds

With the acceleration of industrialization,urbanization and population aging in China,the main types of population diseases and the main causes of death have changed from past infectious diseases to chronic diseases.Chronic diseases not only affect people's health,but also bring a heavy economic burden to patients and their families.At the same time,they increase the payment pressure of urban workers' basic medical insurance pooling funds.How to reduce the prevalence of chronic diseases and alleviate the payment pressure of medical insurance pooling funds is an urgent problem to be solved.This article takes Xianyang City of Shaanxi Province as an example to describe the disease types of chronic diseases and the economic risks of diseases and their basic medical insurance funds.The theoretical and empirical research on the pressure of payment.This paper uses the qualitative and quantitative combination method to analyze the impact of chronic diseases of Xianyang City in Shaanxi Province on the expenditure of basic medical insurance for urban employees.By analyzing the population situation of Xianyang City and the prevalence of chronic diseases,it is found that there are more and more common types of chronic diseases;the number of patients has increased,the proportion of outpatients with large amounts of chronic diseases is as high as 24%;the mortality rate reaches 563.88/100,000;The factors are diversified,among which lifestyle and behavioral factors account for 60%;the elderly are high-risk people with chronic diseases,the prevalence rate is close to 80%;the disease burden is increased,reaching 70% of the total disease burden.This paper analyzes the income and expenditure of Xianyang City Medical Insurance Fund and the changes of medical expenses for chronic diseases,and finds that the difficulty of expanding the income of the staff and health care fund of Xianyang City is increasing,the growth of the overall fund expenditure is accelerating,the proportion of the fund for the chronic disease is increasing,and the fund is unified.The increase in the amount of chronic diseases and the impact of chronic diseases on the expenditure of the unified fund have continued to deepen.Finally,using the gray prediction model GM(1,1)to forecast the income and expenditure of the urban workers' basic medical insurance pooling fund in Xianyang City from 2017 to 2022,it was found that the Xianyang City Medical Insurance Fund had a deficit in 2019.Based on the research findings,the following countermeasures are proposed: one is to strengthen the operation and management of the unified fund,and the other is to strengthen the prevention and control of chronic diseases.This conclusion is applicable to Shaanxi Province and also has reference value for other underdeveloped western regions.
