Research On Policy Guarantee Of TCM Health Service In Community Practice

Research objectives:Nowadays,TCM health service in China is in the development stage of community practice,among which there are many policy guarantee issues that need to be solved.The study on the policy guarantee issues is expected to provide basis for policy decisions.Community health service center in daoli district of Harbin in heilongjiang province as the research object,the status of community health services of traditional Chinese medicine in the area of research,and through the field investigation found that the regional problems of community health services of traditional Chinese medicine,in view of the problems found in research were analyzed,and for health services in the community practice and development of traditional Chinese medicine to provide policy basis and practical path.Research methods:This study based on the policy background about the development of the Chinese medicine services,community health service center in daoli district of Harbin as an example,from the national policy support and legal protection perspective,using the method of literature research and typical case study,the application in community health service institutions of traditional Chinese medicine and problem investigation and research.Literature analysis is used to grasp the current policy guarantee status of TCM health service in community practice.Questionnaire survey and interview were used to investigate the current situation of traditional Chinese medicine service policy guarantee in the community of daoli district.SWOT method is adopted to understand the opportunities and challenges of TCM health services in community practice by combining literature and investigation results.Research results:1.The indemnificatory policy of the state for entering the community hasan impact on the number of outpatients,institutions,department beds and personnel of traditional Chinese medicine in the community health service center of daoli district.2.Residents in daoli district of Harbin are not satisfied with the community health service institutions,and the community residents are not satisfied with the community practice of TCM health service.Community residents have low awareness of TCM health services in community development.Community residents are supportive of TCM health services in community practice.3.According to the interview method,the welfare of community health service agencies affects the utilization rate of TCM health service among residents;There is a serious shortage of talents in community health service institutions,most of whom are technical secondary school graduates.The main managers are still doctors,and the management is decrepit;Lower wages;Regional development gap is larger.4.Through field investigation,the community health service institutions in daoli district are equipped with traditional Chinese medicine dispensaries.They can use the appropriate technology of traditional Chinese medicine.The community health service center is heavily westernized.Research conclusion:The overall development of traditional Chinese medicine in communities in China is good,and there are problems in the development of community health service institutions in daoli district,Harbin city,heilongjiang province.The following Suggestions are summarized :(1)the mode of talent allocation needs to be changed in the community practice of TCM health services.(2)the development direction of TCM health services in community practice needs to be changed.(3)the policy guarantee system should be reformed for the community practice of TCM health services.
