Primary medical and health institutions are the end of China's medical and health service network,Primary medical and health professionals are responsible for protecting the health of urban and rural residents.In recent years,the state and local governments have been strengthening the construction of grassroots medical and health personnel,a number of policies and measures have been introduced to attract outstanding medical personnel to grassroots services,grassroots medical and health personnel have been enriched,however,there is a shortage of medical and health talents at the grass-roots level,The problem of "poor treatment,inability to recruit,inability to retain" still exists.To make up for the weak foundation of primary medical and health care,Pingshan county in the case of not breaking through the total system,a new way to reform the “Post Staffing Moderate Separation” reform of medical and health personnel is explored.This article began with investigation of Pingshan medical and health talents “Post Staffing Moderate Separation” reform,through consulting archives,understanding of the situation,site visits,individual interviews and other ways of investigation and discovered that this reform experienced four stages: Stage 1 is problem anti-driving;Stage 2 is exploration;Stage 3 is summary and affirmation;Stage 4 is standardizing promotion.A series of reforms has achieved some remarkable results,we have strengthened the ranks of medical and health professionals at the primary level,improved medical services,and raised the standard of medical practice.We have solved the problem that medical and health professionals at the primary level cannot be recruited,brought in,or retained,and that no one can afford to see a doctor.However,there are still a number of challenges which include four aspects: Firstly,management is not standardized,there are conflicts of interest among Medical Alliances;Secondly,there are difficulties in labor turnover;Thirdly,there is a lack of systematic training for talents;Fourthly,there is a lack of systematic regulatory measures.Combined practical situation of Pingshan with successful experience at home and abroad,this paper puts forward the countermeasures for deepen reform from six aspects: Firstly,improve the management system of modern hospitals;Secondly,un-choke the access for talents;Thirdly,strengthen motivation and protection;Fourthly,enhance education and training.Fifthly,strengthen oversight and management.Finally,involve more parties to join in.
