In order to efficiently employ our healthcare resource and balance the structure conflicts between the supply and demand sides,a hierarchical treatment system was proposed.With reference to the successful experience of foreign countries,the system was designed from three perspectives:by improving the primary health care services so as to promote local healthcare centers’ to achieve grassroots initial diagnosis;by developing differentiated Medicare reimbursement to guide patients to take local service;by reforming Medicare payment methods to pose incentives on medical institutions to implement two-way medical referral guide.This paper performs an empirical analysis to examine whether differentiated Medicare reimbursement draws local patients flow and runs a LOGIT model to examine whether the global budget policy and to increase local community healthcare resource have led patients to take local healthcare service based on the data of CHARLS and the statistical yearbook to see the effectiveness of the hierarchical treatment policies.Empirical results show that differentiated Medicare reimbursement has not yet played a role due to low reimbursement rates while applying the global budget policy and increasing doctor resources of primary healthcare significantly increase the local attendance.This paper suggests that following policies could further improve the insurance protection level of primary care,promote the global budget policy and improve the quality of local healthcare. |
