| At present the construction of the hierarchical diagnosis and treatment in wuhan was exploring.The problem analysis of the hierarchical diagnosis and treatment from the perspective of doctor and patient's cognition was practical,we could understand the real views of both sides of the doctor and patient,avoid the risk and play the policy advantage from it.Through the analysis of the document on the hierarchical diagnosis and treatment, we could summarize several problems of the implementation of hierarchical diagnosis and treatment,including the Inadequate service capabilities of basic medical institutions, the uncleat postion of basic medical institutions and the lack of Supportability policy of hierarchical diagnosis and treatment.Then we propose a hypothesis,which could affect the hierarchical diagnosis and treatment.The investigation and analysis on the cognition of hierarchical diagnosis and treatment about doctor-patient groups in wuhan could be used to test hypotheses.During the analysis and discussion of survey results, some recommendations were proposed:Firstly,the shortage of talent team construction was the main factor of the inadequate service capabilities of basic medical institutions,while the general practitioner standardized training and the professional guidance could solve the problem;secondly,the basic medical institutions should know the postion itself clearly,which could carry out some medical services such as the treatment of common diseases,the preventive health project and the rehabilitation or treatment of chronic diseases which were serviced for the elderly to guide the patients;thirdly, the hierarchical diagnosis and treatment need guarantee policy,inclouding enhancing the awareness,giving full play to the effect of medical insurance system, the establishment of uniform standards about dual referral, promoting cooperation between the medical institutions?improving the distribution of benefits and strengthening the information sharing. |
