Objective: To evaluate of the capacity of infectious disease symptoms monitoring in primary medical units in order to provides evidences for the establishment and utility of monitoring system in primary medical units,also formulation of health policy in Yixing City.Methods: By cross-sectional survey method,this study investigates the basic status of the establishment of infectious disease symptoms monitoring system in primary medical units in Yixing City,the ability to carry out infectious disease symptoms monitoring,and the ability and willingness of doctors in primary medical units.Survey was used to collect quantitative information by using specially designed questionnaires.Epidata 3.1 software was used for data entering and management,and Excel and SPSS 18.0 software were used to summariz and analyze the data.Results: 1 Basic status of primary medical units: All Community health service stations and clinics can meet Basic Standards of Medical Units(2017).There are 1.2 medical staffs per 1,000 Population on average in community health service stations.The farthest walking distance of 30 minutes and the distance of 10 minutes motor vehicles in the average service area of units.The basic equipments of primary medical units equipped can satisfy basic medical services.The computers(2.3 ± 0.80)and stable local area network were equipped in all service-stations,but not in clinics.2 Feasibility of symptoms monitoring: More than 90% of medical units open all-day.The electronic systems of outpatient logings in service stations were relatively complete,but the information integrity rate in clinics was obviously insufficient.Prescription writing is relatively complete.Primary medical units can basicly complete the diagnoise and treatment for infectious diseases with respiratory and digestive tract symptoms.Supervision and training from health related governmental department for stations are better than that for clinics.3 Evaluation of doctors' ability and willingness: The average age of doctors is 53±11 years whith the ratio of sex 1:1.1.All doctors hold the qualification of work.The working days vary from 20 to 30 days per month with average daily work time 6.5 hours.80.9% of doctors know the reporting policy and localized management of infectious diseases or suspected infectious diseases.76.6% of doctors in service stations have participated in the verification survey of infectious diseases.More than 95% of doctors are willing to participate in public health work thought of significance by them,but have different demands on the salary and subsidies.Doctors from service stations have better ability on using computer and information technology skills.Conclusion: There are adequate enough basic medical units suitable for monitoring infectious disease symptoms in Yixing City.The equipment and facilities of primary medical units,and the number of medical staff can basically meet the daily outpatient symptoms monitoring.The opening time of local area network and community health service stations are stable.The standardization of diagnosis and treatment records is suitable for data collection of infectious disease symptom monitoring system.Doctors have certain ability to monitor the symptoms of infectious diseases.However,relevant measures and policies are still needed for rational allocation and efficient utilization of resources,optimizing the age structure of medical staff,improving the knowledge and information technology of medical staff.
