Research On Risk Control Of Fund Settlement Of Jingyitong Based On Investigation Of Public Hospitals In Beijing

In 2011,Former Beijing Municipal Health Bureau and Beijing Municipal Administration of Hospitals initialed “Jingyitong” program in state-owned tertiary hospitals,having aimed to settle unsatisfying treatment process and excessive patient in card.In the program,Jingyitong Card was offered to patients with registration and payment functions.On one hand,it solved the problem of excessive cards.On the other hand,it helped patients to appointment register and pay for treatment more convenient based on internet technique.It saved patients payment time effectively and provided another payment channel to patients.To guarantee security of fund settlement,Jingyitong program gradually set up a unique fund settlement system in practice.The article,based on Jingyitong fund settlement system,aims to summarize Jingyitong fund settlement process and features by deeply studying its operation flow.A questionnaire was undertaken among financial staff and chiefs in hospitals to know more information of the program implementation.By having studied the data from questionnaire in statistics method,I concluded four main factors that affect fund settlement efficiency,which are personnel allocation,related institution,business related factor and information technique.With the process of setting up research hypothesis,I finally found the influence degree of the four factors.In the end,I propose 5 suggestions according to the empirical analysis,including improving fund settlement information system,perfecting fund settlement management institution,establishing inner control system,promoting quality of personnel and adopting incentive mechanism,enhancing risk control capacity through outside supervision.I hope that the article can contribute to strengthen risk control capacity of Jingyitong program,help public hospitals to update inner management institution and optimize management procedures,raise strategy to meet new challenges.The ultimate purpose of the article is to help improve public hospital management to provide higher medical service to patients.
