Along with the aging of China's population unceasingly aggravates,the problem of aging and aging of China's population has become increasingly prominent.The disease risk of the elderly is increasing,especially chronic diseases.According to the characteristics of chronic diseases and the objective needs of the elderly for medical care and old-age care,the current demand for medical care and support services is growing.Therefore,the development of medical and nursing services that combine medical and old-age care functions has become relatively urgent.As a cross-departmental public policy,the formulation and implementation of combination of medical care policies involves various government departments including health,civil affairs,and human society.The equal and independent status of the departments creates that,in the process of formulation and implementation,once the relationship between different departments cannot be effectively coordinated,the implementation effect of relevant policies will be greatly reduced.Based on the above background,this research comprehensively uses literature research method and case study method to analyze the dilemma and causes of the departmental collaboration in the combination of medical and nursing,and propose governance suggestions from the perspective of inter-governmental cooperation governance.The study found that the main dilemmas of the current cross-discipline in the coordination process of the medical and nursing departments include: the effective coordination mechanism between the medical and nursing departments has not been constructed,the inferiority of the driving force between the medical and nursing departments,and the existing policy linkage between the medical and nursing departments.The current grassroots multidisciplinary and interdisciplinary service team has not been established.The reasons for the above dilemma are: the lack of corresponding institutional arrangements between the medical and health departments,the lack of interest linkages between departments,the low degree of integration of medical personnel,the lack of strong technical support for the combination of medical care,and the lack of incentives.On the basis of the above research and analysis,the paper proposes the governance path for the combination of medical and nursing departments in China,including:construct effective synergy mechanism between medical and nursing departments,cultivate and promote the synergy between medical and nursing departments,and strengthen the combination of medical care and inter-departmental policy,and the establish grassroots multidisciplinary and interdisciplinary service teams.Through the above-mentioned comprehensive strategy to promote the synergy between themedical and nursing departments,promote the synergy of the departments that combine medical care and support,and ensure the formulation and implementation of policies related to medical care.Finally,this study summarizes the research innovations and shortcomings.
