| At present,the blood enterprise has made great progress and development in China.It has established and perfected the free blood donation system and the blood safety management system.It has constructed the blood collection and supply service system of "horizontal to edge,vertical to the end,covering urban and rural areas".Faced with the growing demand for health services of the people,governments at all levels throughout the country actively promote the reform of public institutions.However,as a blood bank of public welfare institutions,it has not been able to adapt to the new situation and requirements of the development of public welfare in time in terms of personnel management system,income distribution system,quality management system and performance evaluation system.This causes the enthusiasm of the staff of the blood bank to be reduced,and the service level and operation efficiency of the blood bank itself are not high.Blood banks are facing a major issue of institutional reform.The purpose of this study is to investigate and study the operation status of blood banks in China,understand the situation of people,money and goods in blood banks in China,as well as the operational service capabilities of blood banks,analyze the present situation of blood banks operation and the operation efficiency of blood banks in China,to find out the existing problems,and put forward suggestions and countermeasures to improve the operation mechanism combined with expert argumentation and on-site interviews,to find out the factors that affect the operation of blood banks,so as to provide suggestions and countermeasures for improving the operation mechanism of blood banks,to provide references for ensuring the effective operation of the blood banks and improving the operation efficiency of the blood banks,and to provide a basis for government decision-making.The research results of this paper is divided into three parts:the basic situation of the blood banks,the operation analysis and the results of data envelopment analysis of the provincial blood center.Among the 271 blood banks surveyed,there is an upward trend in human,financial,material and blood collection and supply volume.In the analysis of the operation of the blood banks,the business income of the blood banks,the income of the blood fee,the income of the subsidy from the higher level,the expenditure of the enterprise,the annual average salary expenditure of the staff of the blood banks,average performance appraisal reward expenditure of blood banks,the number of 400ml blood collection per capita,and the number of blood samples per capita,per capita supply of erythrocyte components,appropriation method of finance,the second category of public welfare is superior to the one of public welfare(P<0.05).In terms of average gross income,average career income,average blood cost income,average salary expenditure,annual per capita salary expenditure of staff and workers,and average total performance appraisal bonus,the difference allocation is superior to the full allocation and self-supporting allocation(P<0.05).Of the 4438 employees surveyed,2013 staff members are dissatisfied with their income,accounting for 45.4%of the total number surveyed.Compared with similar industries in this region,3860 employees are generally and dissatisfied with their income.2482 staff members believed that the incentive and restraint policies of the organization helped to improve work efficiency.Data envelopment analysis of 27 provincial blood centers showed that 23 blood centers were in non-DEA effective state.Among them,there are 12 blood centers with decreasing scale benefit and 11 blood centers with increasing scale benefit.The average comprehensive efficiency,technical efficiency and scale efficiency of 27 blood centers were 0.748,0.812 and 0.923,respectively.The conclusions of this study are:(1)During the operation of blood banks,the capacity of blood collection and supply services and financial revenue and expenditure of public welfare type Ⅱ blood banks are better than those of public welfare type I blood banks.Public welfare category II is more suitable for the operation and development of blood banks.(2)In terms of the capacity of blood collection and supply services and the financial revenue and expenditure situation,at present,there is a widespread situation in the operation of blood banks that the difference allocation of blood banks is superior to the full allocation of funds and self-supporting blood banks.Balance allocation is more conducive to the long-term development of blood banks.(3)The capacity of blood collection and supply service and the state of financial revenue and expenditure of blood banks of self-management type are higher than those of two types of blood stations of revenue and expenditure.Therefore,compared with the two lines of revenue and expenditure,the type of unit self-management is more suitable for the operation and development of blood banks.(4)During the operation of the blood banks,a series of unreasonable human resource allocation problems have arisen,such as the number of staffs and posts can not meet the development of blood collection and supply,the staff of health technicians does not meet the national standards and the shortage of high-level talents,which hinder the sustainable and healthy development of the blood banks in China.(5)At present,there are many problems in blood banks,such as imperfect performance appraisal system,inadequate performance appraisal,imperfect incentive and reward mechanism,and low salary level of employees,which lead to low overall operation efficiency of blood banks.The strength of performance appraisal and the salary level of employees need to be improved in order to improve the operation efficiency of blood banks.Considering the operation status of blood banks in China and the current national policies,we propose to improve the operation status of blood banks from the following five aspects.(1)Establish the operation mechanism of first-class guarantee and second-class management to activate the endogenous power of blood banks.(2)Reasonable allocation of staffing and staff posts in blood banks to gradually solve the staffing and talent shortage problem.(3)Establish and improve the performance appraisal system of blood banks,and increase incentives and incentives for staff.(4)Guarantee the government’s investment in blood banks and steadily improve the salary level of blood station staff.(5)Establishing a perfect policy guarantee system for blood donation without repayment to promote the healthy development of blood donation without repayment. |
