Rural medical security system in the social security system in China occupies a very important position,it can effectively reduce the medical risk to the farmers' life and improve the standard of peasants'health,and plays an important role in ensuring stability in rural areas.Rural medical security system in our country has a long history,the world health organization and the world bank has vigorously praise for China's rural medical security system,"with minimal input to obtain the biggest health benefits,is the only model for developing countries to solve health funds",its successful experience by developing countries take reference.However,as the country's reform and opening up and the implementation of the household contract responsibility system,traditional medicare lost the foundation of the collective economy and the state encourages and supports,health care coverage is not guaranteed,the farmers'health faced with a lot of medical risk.In our country started in 2003 shall practise a system of new farmers in rural areas,although the pilot had good success and promotion work,although the standard of peasants'health than before a larger increase,but the doctor problem still exists,the difficulty and high cost of the system itself has its drawbacks,such as the financing difficulty and the cost of operation and management;Narrow coverage and low level of protection;The gap of medical insurance between urban and rural residents is large;The peasants are not highly motivated;The legislative system is not perfect,the supervision mechanism is not perfect.So this article using the market failure theory,welfare economics and public products to our country current defects cause analysis rural medical security system,and connecting with the experiences and lessons from their own historical evolution and the successful experience of foreign system model for the current rural medical security system defects to make corresponding reform path selection,such not only can improve the health level of the broad masses of farmers in China,but also can promote the rural economy healthy and stable development of China.
